btrfs: depend on kernel UAPI instead of libbtrfs
See containerd/btrfs PR 40 and moby/moby PR 44761. (Thanks to [@]neersighted.)

The containerd/btrfs library now requires headers from kernel 4.12 or newer:
- https://github.com/torvalds/linux/blob/master/include/uapi/linux/btrfs.h
- https://github.com/torvalds/linux/blob/master/include/uapi/linux/btrfs_tree.h

These files are licensed under the GPL-2.0 WITH Linux-syscall-note, so it should be compatible with the Apache License 2.0.

The dependency on the kernel headers only affects users building from source.
Users on older kernels may opt to not compile this library (`BUILDTAGS=no_btfs`),
or to provide headers from a newer kernel.

release: Ubuntu 18.04 -> 20.04 (glibc 2.27 -> 2.31)
Ubuntu 18.04 will reach its End of Standard Support in April 2023:
https://wiki.ubuntu.com/Releases

By updating Ubuntu from 18.04 to 20.04, the dynamically-linked glibc
version is bumped up from 2.27 to 2.31.
The dynamically linked containerd binary still seems to be compatible with
CentOS 7 (glibc 2.17).

The runc binary in the `cri-containerd(-cni)-<VERSION>-linux-<ARCH>.tar.gz`
bundle no longer works on CentOS 7, though, but this is acceptable, as the
`cri-containerd(-cni)` bundle has been deprecated since containerd 1.6.

release: rollback Ubuntu to 18.04 (except for riscv64)
Partially revert 0e56e4f9ff

Rollback the build environment from Ubuntu 22.04 to 18.04, except for riscv64 that isn't supported by Ubuntu 18.04.

Fix issue 7255 (`1.6.7 can't be run on Ubuntu LTS 20.04 (GLIBC_2.34 not found)`)

7e821fb618 fix: .dockerignore makes git working tree dirty
The .github/workflows/release/Dockerfile will use working dir as docker
build context. But the .dockerignore will ignore the .github/release/...
and cause dirty. We should remove it and verify git working tree after
build.

27d7c50384 Add arm64 to releases
This moves all the release builds into a Dockerfile which is a bit
cleaner for setting up our build environment.

Non-linux/amd64 builds are cross-compiled.
Currently onlinux linux/amd64, linux/arm64, and windows/amd64 are
supported, but is easy to add more, provided their is a cross-compile
toolchain available for it.
