Remove support for config.toml version = 1
...
`version = 1` has been deprecated since containerd v1.5,
and replaced by `version = 2`.

Update Pause image in tests & config
...
With the introduction of Windows Server 2022, some images have been updated
to support WS2022 in their manifest list. This commit updates the test images
accordingly.
