Add a new ctr cli option, allowing the garbage collector to discard any
unpacked layers after importing an image. This new option is
incompatible with the no-unpack ctr import option.

During import, if an image does not match the host's platform,
it won't have any children labels set, which will result in the
Garbage Collector deleting its content later, resulting in an
unusable image. In this case, we should fail early.
This can still be bypassed by using ctr import --all-platforms.

Remove annotation prefix and add multiple index records
for manifests with multiple image names. This makes the
custom annotation more consistent with the OCI image
annotation. Additionally, ensure the OCI image annotation
always represents the tag (partial image name) as recommended
by the specification. The containerd image name annotation
will always contain the full image name.

megacheck, gosimple and unused has been deprecated and subsumed by
staticcheck. And staticcheck also has been upgraded. we need to update
code for the linter issue.

Note: media types are not converted at the moment: e.g.
application/vnd.docker.image.rootfs.diff.tar.gzip
-> application/vnd.oci.image.layer.v1.tar+gzip
