Actually we have been testing containerd with the runc version that is defined
in vendor.conf rather than the one defined in RUNC.md. (`script/setup/install-runc`).
This commit makes sure that the revision defined in vendor.conf is always the desired one.

As of opencontainers/runc@db093f621f runc
no longer depends on libapparmor thus libapparmor-dev no longer needs to
be installed to build it. Adjust the documentation accordingly.

This resolves logrus issues with containerd not being in sync with the
version runc is using.
This also updates the OCI runtime spec to v1.0.0
