No longer sets defaults for - .Process.ConsoleSize - .Windows.IgnoreFlushesDuringBoot - .Windows.Network.AllowUnqualifiedDNSQuery Adds helper functions and tests for - WithWindowsIgnoreFlushesDuringBoot - WithWindowNetworksAllowUnqualifiedDNSQuery Updates `ctr run` on Windows to use the new helper functions, ConsoleSize is already handled.
