Hui Zhu 3bfef01589 Fix the issue that pod or container config file without metadata will crash containerd ...

Because RunPodSandbox and CreateContainer will access metadata
without check, pod or container config file without metadata will
crash containerd.

This patch add checks to handle the issue.
