The new `PlunginInfo()` call can be used for instrospecting the details
of the runtime plugin.

The shim binary has to support `-info` flag, see `runtime/v2/README.md`

Example Shim
This directory provides skeleton code as the starting point for creating a Runtime v2 shim. This allows runtime authors to quickly bootstrap new shim implementations.
