Fix ipvs/proxy getLocalIPs inconsistency with iptables/proxy

**What this PR does / why we need it**:

* Fix ipvs/proxy `getLocalIPs()` inconsistency with iptables/proxy

* validate the ip address before pkg/proxy/util IPPart() return ip string.
