Add a new call to VolumePlugin interface and change all its
implementations.
Kubelet's VolumeManager will be interested whether a volume supports
mounting with -o conext=XYZ or not to hanle SetUp() / MountDevice()
accordingly.

On IPv6 clusters, one of the most frequent problems I encounter is
assumptions that one can build a URL with a host and port simply by
using Sprintf, like this:
```go
fmt.Sprintf("http://%s:%d/foo", host, port)
```
When `host` is an IPv6 address, this produces an invalid URL as it must
be bracketed, like this:
```
http://[2001:4860:4860::8888]:9443
```
This change fixes the occurences of joining a host and port with the
purpose built `net.JoinHostPort` function.
I encounter this problem often enough that I started to [write a linter
for it](https://github.com/stbenjam/go-sprintf-host-port). I don't
think the linter is quite ready for wide use yet, but I did run it
against the Kube codebase and found these. While the host portion in
some of these changes may always be an FQDN or IPv4 IP today, it's an
easy thing that can break later on.
The field in fact says that the container runtime should relabel a volume
when running a container with it, it does not say that the volume supports
SELinux. For example, NFS can support SELinux, but we don't want NFS
volumes relabeled, because they can be shared among several Pods.
We need to ensure that when converting resource.Quantity
to int64 it does not overflow and if it does, then an error is
returned back to the use rather than attempting expansion and
provisioning operations with scaled value.
This patch removes pkg/util/mount completely, and replaces it with the
mount package now located at k8s.io/utils/mount. The code found at
k8s.io/utils/mount was moved there from pkg/util/mount, so the code is
identical, just no longer in-tree to k/k.
This patch moves fake.go to mount_fake.go, and follows to principle of
always returning a discrete type rather than an Interface. All callers
of "FakeMounter" are changed to instead use "NewFakeMounter()". The
FakeMounter "Log" struct member is changed to not be exported, and
instead only access through a new "GetLog()" method.
This patch cleans up pkg/util/mount/* and pkg/util/volume/* to always
use filepath.Join instead of path.Join. filepath.Join is preferred
because path.Join can have issues on Windows.
- reused client whenever possible
- refactor get client function into explicit cluster-wide and local functions

- Move from the old github.com/golang/glog to k8s.io/klog
- klog as explicit InitFlags() so we add them as necessary
- we update the other repositories that we vendor that made a similar
change from glog to klog
* github.com/kubernetes/repo-infra
* k8s.io/gengo/
* k8s.io/kube-openapi/
* github.com/google/cadvisor
- Entirely remove all references to glog
- Fix some tests by explicit InitFlags in their init() methods
