This PR adds two features:
1. add support for isolating the emptyDir volume use. If user
sets a size limit for emptyDir volume, kubelet's eviction manager
monitors its usage
and evict the pod if the usage exceeds the limit.
2. add support for isolating the local storage for container overlay. If
the container's overly usage exceeds the limit defined in container
spec, eviction manager will evict the pod.
An annotation in the pod spec of the form:
podpreset.admission.kubernetes.io/exclude: "true"
Will cause the admission controller to skip manipulating the pod spec,
no matter the labelling.
The annotation for a podpreset acting on a pod has also been slightly
modified to contain a podpreset prefix:

During the apimachinery split in 1.6, we accidentally moved several label APIs into apimachinery. They don't belong there, since the individual APIs are not general machinery concerns, but instead are the concern of particular components: most commonly the kubelet. clear init container status annotations when cleared in status
When I pod with an init container is terminated due to exceeding its active deadline, the pod status is phase `Failed` with reason `DeadlineExceeded`. All container statuses are cleared from the pod status.
With init containers, however, the status is being regenerated from the status annotations. This is causing kubectl to report the pod state as `Init:0/1` instead of `DeadlineExceeded` because the kubectl printer observes a running init container, which in reality is not running.
This PR clears out the init container status annotations when they have been removed from the pod status so they are not regenerated on the apiserver.

Promoting apiregistration api from v1alpha1 to v1beta1.
API Registration is responsible for registering an API `Group`/`Version` with
another kubernetes like API server. The `APIService` holds information
about the other API server in `APIServiceSpec` type as well as general
`TypeMeta` and `ObjectMeta`. The `APIServiceSpec` type have the main
configuration needed to do the aggregation. Any request coming for
specified `Group`/`Version` will be directed to the service defined by
`ServiceReference` (on port 443) after validating the target using provided
`CABundle` or skipping validation if development flag `InsecureSkipTLSVerify`
is set. `Priority` is controlling the order of this API group in the overall
discovery document.
The return status is a set of conditions for this aggregation. Currently
there is only one condition named "Available", if true, it means the
api/server requests will be redirected to specified API server.

This PR introduces the 'Host' field for TCPSocketAction, and if it is set to non-empty string, the probe will be performed on the configured host rather than the Pod's IP. This gives users an opportunity to explicitly specify 'localhost' as the target for the above situations.

Guaranteed admission for Critical Pods
This is the first step in implementing node-level preemption for critical pods.
It defines the AdmissionFailureHandler interface, which allows callers, like the kubelet, to define how failed predicates are handled, and take steps to correct failures if necessary.
In the kubelet's implementation, it triggers preemption if the pod being admitted is critical, and if the only failed predicates are InsufficientResourceErrors, then it prempts (not yet implemented) other other pods to allow admission of the critical pod.

Use consistent helper for getting secret names from pod
Kubelet secret-manager and mirror-pod admission both need to know what secrets a pod spec references. Eventually, a node authorizer will also need to know the list of secrets.
This creates a single (well, double, because api versions) helper that can be used to traverse the secret names referenced from a pod, optionally short-circuiting (for places that are just looking to see if any secrets are referenced, like admission, or are looking for a particular secret ref, like authorization)

Refactor printers and describers into their own package.
This sets the stage for using printer code from the server side (decoupled from kubectl) and loosens the coupling between kubectl and the printers. `pkg/printers` contains interfaces and has an import restriction against pulling in API specific code, while `pkg/printers/internalversion` can be used for internal types.
Add a method on `Factory` for retrieving PrinterForCommand which uses the Scheme and RESTMapper from the Factory, not the hardcoded ones. This further separates kubectl from the core API scheme and allows better composition.
Change NamePrinter to use RESTMapper (previously it was hardcoding those conversions). This means that we now return plural resource names (`pods/foo`) but is correct once aliases and shortnames start being returned by the mapper.
This is a prerequisite for server side get, but is pure refactor (contains no new features).

Volumes and environment variables populated from ConfigMap and Secret objects can now tolerate the named source object or specific keys being missing, by adding `optional: true` to the volume or environment variable source specifications.

add QoS pod status field
Right now, applications retrieving pod information must reimplement the QoS classification logic on the client side if they wish to know the QoS class of the pod.
The PR adds the QoS class to the pod status so it can be used directly by clients.
This is a step toward addressing #33255
