Some scripts and tools still relied on the deprecated flags, the ones
which are about to be removed.
This is intentionally not a complete removal of all those flags in the entire
repo. This would lead to much more code churn also in places where commands
still accept the flags because they use klog directly.
The current GPU installer was built in 2017, from source that no longer
exists in Kubernetes ([adding commit][1]. The image was built on 2017-06-13.
Unfortunately, this installer no longer appears to work. When debugging
on the same node type as used by test-infra, it failed to build the
driver as the kernel sha was no longer available.
This lead to needing to find a new way to install GPUs. The smallest
logical change was switching to [cos-gpu-installer][2]
. There is a newer version of this available on [googlesource][3] that
I have not yet tested as it's not clear what the state of the project
is, as I couldn't find docs outside of the source itself.
We install things to the same location as previously to avoid needing
extra downstream changes. There are a couple of weird issues here
however, like needing to run the container twice to correctly update the
LD Cache.

This is the 2nd attempt. The previous was reverted while we figured out
the regional mirrors (oops).
New plan: k8s.gcr.io is a read-only facade that auto-detects your source
region (us, eu, or asia for now) and pulls from the closest. To publish
an image, push k8s-staging.gcr.io and it will be synced to the regionals
automatically (similar to today). For now the staging is an alias to
gcr.io/google_containers (the legacy URL).
When we move off of google-owned projects (working on it), then we just
do a one-time sync, and change the google-internal config, and nobody
outside should notice.
We can, in parallel, change the auto-sync into a manual sync - send a PR
to "promote" something from staging, and a bot activates it. Nice and
visible, easy to keep track of.
This feature gate was redundant with the `--config` flag, which already
enables/disables loading Kubelet config from a file.
Since the gate guarded an alpha feature, removing it is not a violation
of our API guidelines.
Some stuff in `kubernetes/test-infra` currently sets the gate,
so removing will be a 3 step process:
1. This PR, which makes the gate a no-op.
2. Stop setting the gate in `kubernetes/test-infra`.
3. Completely remove the gate.
This allows the e2e node test framework to generate a kubelet config
file containing the defaults it would typically pass to a test via
flags, rather than passing these defaults as flags.

a config file before starting tests when the KubeletConfigFile feature gate is
true, and turns on the KubeletConfigFile gate for all e2e node tests.
This allows the alpha dynamic Kubelet config feature to continue to
work in tests after the precedence change.

Enable overlay2 on cos-m60 in node e2e tests

- Restart docker with `-s overlay2` in cloud-init before running all node e2e tests. I have to copy the systemd unit file to `/etc/systemd/system` because the `/usr/lib/systemd/system/` is read only.
- Updated node e2e tests to use the new cos-m60 image.
- The name of the cloud init file (`cos-init-live-restore.yaml`) does not indicate overlay2 will be enabled, but I can't just change the name in this PR, since it's referenced in test-infra.
