- WaitForServiceWithSelector: Moved to e2e/cloud/gcp
- WaitForStatefulSetReplicasReady: Moved to e2e/storage
- WaitForRCToStabilize: Moved to e2e/kubectl
- CheckInvariants: Moved to e2e/common
- ContainerInitInvariant: Moved to e2e/common
- DumpEventsInNamespace: Renamed to local function
- WaitForDaemonSets: Moved to e2e/e2e.go
This is part of the transition to using framework/log instead
of the Logf inside the framework package. This will help with
import size/cycles when importing the framework or subpackages.

delete the busyboxImage and mountTest var and change use imageutils

Promoting InitContainer [NodeConformance] e2e tests for Conformance
**What this PR does / why we need it**:
1. Promotes mentioned 4 InitContainer [NodeConformance] tests for Conformance
2. Validates different PodPhases effectively
3. Improves API coverage mentioned in #66124 .
E2E tests -
1. InitContainer [NodeConformance] should invoke init containers on a RestartNever pod
2. InitContainer [NodeConformance] should invoke init containers on a RestartAlways pod
3. InitContainer [NodeConformance] should not start app containers if init containers fail on a RestartAlways pod
4. InitContainer [NodeConformance] should not start app containers and fail the pod if init containers fail on a RestartNever pod

Currently, the limit set in the tests is 30 MB, which will cause
the Docker service on the Windows nodes to hang and be no longer
responsive. This will cause the Kubelet service to enter a NotReady state.
Setting a higher memory limit (50 MB) will avoid this issue.
The following tests are not tagged because they are not really run in
node e2e suites:
* A subset of host path tests that required SSH access
- should evaluate whether the tests should be moved to test/e2e_node
* GCP volume tests
- should evaluate whether these tests should be moved out of the
common directly since they are not shared with the node e2e suite.

On ubuntu, the `RestartNever` test OOMs its cgroup limit fairly
frequently.
This bumps the number up to something suitably large since the test
isn't testing anything related to this anyways.
