move feature gate checks inside IsCriticalPod
Currently `IsCriticalPod()` calls throughout the code are protected by `utilfeature.DefaultFeatureGate.Enabled(features.ExperimentalCriticalPodAnnotation)`.
However, with Pod Priority, this gate could be disabled which skips the priority check inside IsCriticalPod().
This PR moves the feature gate checking inside `IsCriticalPod()` and handles both situations properly.

improve memory footprint of daemonset simulate

This is an alternative for https://github.com/kubernetes/kubernetes/pull/64915 (it might be not needed if that PR will merge)
During memory profiling of OpenShift, we noticed a significant amount of object allocations done by `IsControlledBy()`. @sttts found that the `GetObjectReferences()` method is doing a deep-copy of the object references.
This PR simplify the `IsControlledBy()` to just iterate over the ownerRefs, without copying them.

`ScheduleDaemonSetPods` is an alpha feature (since v1.11) that causes DaemonSet Pods
to be scheduler by default scheduler, instead of Daemonset controller. When it is enabled,

This partially reverts commit 2b311fefba.
We drop the changes to the DaemonSet controller but leave the test. By
reverting the changes, we make it easier to return different values of
shouldContinueRunning for intentional predicate failures, rather then
lumping all intentional predicate failures together. The test should
continue to pass after the fix.

During the apimachinery split in 1.6, we accidentally moved several label APIs into apimachinery. The GC expects that once it sees a controller with a non-nil
DeletionTimestamp, that controller will not attempt any adoption.
There was a known race condition that could cause a controller to
re-adopt something orphaned by the GC, because the controller is using a
cached value of its own spec from before DeletionTimestamp was set.
This fixes that race by doing an uncached quorum read of the controller
spec just before the first adoption attempt. It's important that this
read occurs after listing potential orphans. Note that this uncached
read is skipped if no adoptions are attempted (i.e. at steady state).
The design of DaemonSet requires a relist before each phase (manage,
update, status) because it does not short-circuit and requeue for each
action triggered.

Replace hand-written informers with generated ones
Replace existing uses of hand-written informers with generated ones.
Follow-up commits will switch the use of one-off informers to shared
informers.
This is a precursor to #40097. That PR will switch one-off informers to shared informers for the majority of the code base (but not quite all of it...).
NOTE: this does create a second set of shared informers in the kube-controller-manager. This will be resolved back down to a single factory once #40097 is reviewed and merged.
There are a couple of places where I expanded the # of caches we wait for in the calls to `WaitForCacheSync` - please pay attention to those. I also added in a commented-out wait in the attach/detach controller. If @kubernetes/sig-storage-pr-reviews is ok with enabling the waiting, I'll do it (I'll just need to tweak an integration test slightly).
