Create{Container,Pod}SecurityContext: modify a pod and don't return the annotations
**What this PR does / why we need it**:
Prior https://github.com/kubernetes/kubernetes/pull/52849 we couldn't modify a pod and had to return annotations from the methods. But now, as we always working with a copy of a pod, we can modify it directly and we don't need to copy&return annotations separately.
This PR simplifies the code by modifying a pod directly. Also it renames these methods and replaces returning of the `SecurityContext` by in-place modification.

probeAttachedVolume improvement in Cinder
What this PR does / why we need it:
During OpenStack Cinder volume attachment, kubelet creates too many udev "change" events.
If volume attachement takes long, then udev event queue gets full,therefore
udev does not answer requests from docker, and makes Kubernetes node unhealthy.
This patch will extend the udevadm trigger period,
and use the udevadm settle to ensure that any device nodes
have been created successfully before proceeding.

[Test Fix] Fake docker client can remove containers which have not been started
**What this PR does / why we need it**:
During kubemark-5000 scalability tests, which use the fake docker client, we encountered a bug where containers where the pod was deleted before the container was started could not be deleted.
This is because we only remove pods from the `ExitedContainers` list. Containers are only added to this when they have been created, started, and then stopped. However, containers that have only been created, but not started cannot be deleted. This PR fixes this issue by allowing containers with `State.Running=false` to be deleted.
