This implementation allows Pod to request multiple hugepage resources
of different size and mount hugepage volumes using storage medium

NOTE: This is an alpha feature.
Feature gate HugePageStorageMediumSize must be enabled for it to work.
The inotify code was removed from golang.org/x/exp several years ago. Therefore
importing it from that path prevents downstream consumers from using any module
that makes use of more recent features of golang.org/x/exp.
This change is a followup to google/cadvisor#2060 which was merged with #70889
This fixes#68478
- Move from the old github.com/golang/glog to k8s.io/klog
- klog as explicit InitFlags() so we add them as necessary
- we update the other repositories that we vendor that made a similar
change from glog to klog

lowercase node name in generated static pod name

Cast appended node name to lowercase when generating static pod name on kubelet starting.

**Special notes for your reviewer**:
Not sure about how to deal with other illegal node names e.g. containing invalid no-alphabetic characters. Maybe just let it fail-hard is not a bad idea.
But considering that containing uppercase letter in the hostname is somehow a usual case even in the production environment of some companies, tolerating uppercase and cast it implicitly should be good.
