As part of externalizing this function to the k8s.io/component-helpers repo,
this commit simplifies the function signature and makes its 2 helpers private
(nodeSelectorRequirementsAsSelector and nodeSelectorRequirementsAsFieldSelector).
Paths do not always have Targets, which means that the previously added powershell
command will return an empty string, causing pods with subpath mounts to fail.
In golang, evalSymlink() does not work if windows disk driver letter is
not assigned. Replace this function with a powershell command to work
around this issue.

When NodeStage times out and does not prepare destination device and user
deletes corresponding pod, the driver may continue staging the volume in
background. Kubernetes must call NodeUnstage to "cancel" this operation.
Therefore TearDownDevice should be called even when the target directory
does not exist (yet).
