24f5764787 pv controller test: more test cases 
The main goal was to cover retrieval of a PVC from the apiserver when
it isn't known yet. This is achieved by adding PVCs and (for the sake
of completeness) PVs to the reactor, but not the controller, when a
special annotation is set. The approach with a special annotation was
chosen because it doesn't affect other tests.

The other test cases were added while checking the existing tests
because (at least at first glance) the situations seemed to be not
covered.

06f934ea1f pv controller test: enable klog output 
This makes it possible to run tests with -v=5 and thus actually get
some output.

Move from glog to klog 
- Move from the old github.com/golang/glog to k8s.io/klog
- klog as explicit InitFlags() so we add them as necessary
- we update the other repositories that we vendor that made a similar
change from glog to klog
  * github.com/kubernetes/repo-infra
  * k8s.io/gengo/
  * k8s.io/kube-openapi/
  * github.com/google/cadvisor
- Entirely remove all references to glog
- Fix some tests by explicit InitFlags in their init() methods

1e27a28dca Ignore non-avaiable volumes in findMatchingVolume: update tests 
- Use VolumeAvaiable instead of empty or pending phase in tests
- Add a test case to verify findMatchingVolume will not choose
  non-avaiable PVs if it's not pre-bind
- Add a test case to verify syncClaim will not choose non-avaibalbe PVs
  if it's not pre-bind

691fec5e34 Don't bind PVs and PVCs with different access modes. 
PVC pre-bound to a PV can bind to the PV only if it has correct access mode.
Report an event if it does not and keep the PVC Pending.

9d0c47f1db Use storage.v1 instead of v1beta1 
storage.v1beta1 was used to work around GKE which does not expose v1. Now that
GKE is updated, we can switch everything to v1.
