add unreleased tag to http2 test

Adding an e2e test to verify that single and multicluster ingresses can exist together.
This is the first test that creates 2 ingresses, so there is some funkiness in having to update jig.Ingress and jig.Class since the jig assumes that there is only one ingress in each test.

Updating multicluster e2e test to ensure that controller only creates instance groups

Updating the multicluster ingress e2e test to also verify that the controller does not create any other resource than instance group.
I was planning to do that using annotations first, but turns out that we have the right check for annotations: 61d574a2c7/pkg/controller/controller.go (L317) :)
Am using `length(ListResource) == 0` now but have still kept the annotation check.

[e2e service] Fix CleanupGCEResources for regional test
*What this PR does / why we need it**:
From https://k8s-testgrid.appspot.com/google-gke-staging#gke-staging-1-8-1-9-upgrade-regional-cluster&width=20, regional cluster test is failing because the GCE resource cleanup function attempts to parse region from `--gcp-zone` while regional cluster only set `--gcp-region`.
This PR pipes region into the cleanup function as well. This will need to be cherrypicked to 1.8 and 1.9.

[GCE] Refactor ExternalLoadBalancer Tests

- Refactors the ExternalLoadBalancer tests to use the generated GCE mock instead of FakeCloudAddressService, FakeCloudForwardingRuleService.
- Adds hooks to populate NetworkTier on Alpha resources
- Moves shared code to top of the external loadbalancer test file
- Moves NetworkTier into a constants file at the cloud level, so it is more easily called in subpackages
