rest mappings cannot logically be object converters
A `RESTMapping` in the general sense cannot be a `ObjectConverter` since the conversions are compiled, but the RESTMappings are discovered. This starts isolating the bad assumptions into `kubectl` where they are used and removes the other bad `RESTMapping` use I found in the REST API installer that uses a mapping to determine scopes instead of using the metadata provided during API registration.

Private mount propagation
This PR changes the default mount propagation from "rslave" (newly added in 1.10) to "private" (default in 1.9 and before). "rslave" as default causes regressions, see below.
Value `"None"` has to be added to `MountPropagationMode` enum in API ("I don't want any propagation at all"), which translates to "private" on Linux. [We did not have use cases for it](https://github.com/kubernetes/community/pull/659#discussion_r131454319), but we have them now.

fix local volume absolute path issue on Windows

remove IsAbs validation on local volume since it does not work on windows cluster, Windows absolute path `D:` is not allowed in local volume, the [validation](https://github.com/kubernetes/kubernetes/blob/master/pkg/apis/core/validation/validation.go#L1386) happens on both master and agent node, while for windows cluster, the master is Linux and agent is Windows, so `path.IsAbs()` func will not work all in both nodes.

Drop init container annotations during conversion
https://github.com/kubernetes/kubernetes/pull/51816/files#diff-0fa94eafdf1c7cd2171c836b53fd6323 removed special handling of init container annotations in API conversion in 1.8
However, older clients (like 1.7 kubectl) still performed that handling in some paths, which would make an object round-tripped through kubectl show up with additional annotations.
Those additions would get flagged as disallowed mutations in some objects.
This change strips init-container annotations during conversion so that old clients sending init container annotations (which are inert in 1.8+) don't trigger validation errors around immutable fields.

Add NominatedNodeName field to PodStatus

Today, Scheduler uses an annotation called "nominated-node-name" to mark a preemptor Pod. This annotation helps scheduler know about the Pods that are destined to run on the nodes so that the resources made available by preemption is not allocated to a different Pod. In a recent discussion with @bgrant0607, we learned that we should change the annotation to a field as this field can be used by multiple schedulers and other components that may make scheduling-related decisions (descheduler, auto-scaler, kube-arbitrator, ...).

api: validate container phase transitions
https://github.com/kubernetes/kubernetes/issues/54499 exposed an issue where a container was transitioning from the terminal phases of `Succeeded` or `Failed` to `Pending`. It is due to a bug in the kubelet, but additional validation in the API server can prevent this invalid phase transition from being accepted.

I confirmed that the reproducer in https://github.com/kubernetes/kubernetes/issues/54499 does not work with this validation in place. The erroneous kubelet status update is rejected:

However, it only works to a point with this particular issue. The termination hangs and eventually the resource is removed from etcd and the status update goes through because there is no old statuses to compare. Not exactly sure how this happens since there is no pod in etcd anymore ¯\\_(ツ)_/¯
