Parallelize RC deletion in density test

Hoping this helps with https://github.com/kubernetes/test-infra/issues/8348. If the pod deletions indeed happen in parallel, this may cut ~5 mins from density test in kubemark-500.

Don't ignore error in GetMasterAndWorkerNodesOrDie.

In https://github.com/kubernetes/kubernetes/issues/67584 I'm seeing that method to be failing. Without any error message, it's not possible to debug what is happening there.
Although this method has 'OrDie' in name, it ignores an error and never dies.

a3417fe62c diff: Fix crash when remote object doesn't exist
Since we're saving nil in an interface rather than the implementation,
we can't compare to nil to check if the remote object exists or
not. Change the struct to save in the implementation.

storage e2e test: remove race when setting up loopback device

CI has shown occasional failures stemming from an -EBUSY when
test/e2e/storage/persistent_volumes-local.go aka "PersistentVolumes-local"
attempts to do losetup.

Looking at the code, it has a clear race between querying the current
free loopback device and later explicitly attempting to loopback setup a
file at the queried device node.  Losetup nowadays includes the logic to
handle this for the user, if the '-f' option is used instead of naming
the desired target loopback device explicitly.  It is safe to presume
a suitable losetup is present as the '-f' option is used elsewhere in
the test, and it is safe to not record the allocated device, as it is
already queried on the fly elsewhere in the test ahead of other commands
which need to know an already created loopback device's node name.

This patch should result in less flakes for this test case.

Wait for Available in PV protection test

**What this PR does / why we need it**:

Just after creating a PV, its phase is "Pending" and its finalizers
doesn't contain "kubernetes.io/pv-protection". If the e2e test performs
so faster than the target k8s cluster, the test fails because the PV is
not ready. This adds WaitForPersistentVolumePhase() for waiting the
phase "Available" to avoid such situation.

Add a feature to the scheduler to score fewer than all nodes in every scheduling cycle

**What this PR does / why we need it**:
Today, the scheduler scores all the nodes in the cluster in every scheduling cycle (every time a posd is attempted). This feature implements a mechanism in the scheduler that allows scoring fewer than all nodes in the cluster. The scheduler stops searching for more nodes once the configured number of feasible nodes are found. This can help improve the scheduler's performance in large clusters (several hundred nodes and larger).
This PR also adds a new structure to the scheduler's cache, called NodeTree, that allows scheduler to iterate over various nodes in different zones in a cluster. This is needed to avoid scoring the same set of nodes in every scheduling cycle.

Update the kubectl plugin mechanism

## Walkthrough

Under the new design, there is no plugin installation or loading required to use plugins.
A plugin is simply any executable file on a user's PATH whose name begins with `kubectl-`.
- Plugins receive the inherited environment from the `kubectl` binary. All environment variables
accessible by `kubectl` become accessible by the plugin.
- Plugins decide which command path they wish to implement based on their name. For example, a plugin wanting to provide a new command `foo`, would simply be named `kubectl-foo`.

### Creating a plugin

Below is an example plugin, that we will use for this walkthrough. Plugins may be written in any language, and handle arguments and flags in any way, optionally (as a convention) providing a way to retrieve their version via a `version` subcommand.

### Using a plugin

To use a plugin, simply make it executable:

```bash
sudo chmod +x ./kubectl-foo
```

and place it anywhere in your PATH:

```bash
sudo mv ./kubectl-foo /usr/local/bin
```

You may now invoke your plugin as a `kubectl` command:

```bash
$ kubectl foo
I am a plugin named kubectl-foo
```

All args and flags are passed as-is to the executable:

```bash
$ kubectl foo version
1.0.0
```

All environment variables are also passed as-is to the executable:

```bash
$ export KUBECONFIG=~/.kube/config
$ kubectl foo config
/home/<user>/.kube/config

$ KUBECONFIG=/etc/kube/config kubectl foo config
/etc/kube/config
```

Additionally, the first argument that is passed to a plugin will always be the full path to the location where it was invoked (`$0` would equal `/usr/local/bin/kubectl-foo` in our example above).

### Plugin discoverability

Seeing as how the `kubectl plugin` command is left as a no-op with this PR (perhaps it could serve as an entrypoint towards additional plugin functionality in the future), a small subcommand has been included that _lists all available plugin executables on a user's PATH_, along with any warnings it finds.

Example usage of this new subcommand is included below:

pkg/util/metrics: make re-registration of RateLimiterMetric non-fatal

In integration tests we might register these metrics multiple times in parallel. Instead of unregistering and making somehow sure those tests can run in parallel, we just make the registration idem-potent.

2fa840e330 Wait for Available in PV protection test
Just after creating a PV, its phase is "Pending" and its finalizers
doesn't contain "kubernetes.io/pv-protection". If the e2e test performs
so faster than the target k8s cluster, the test fails because the PV is
not ready. This adds WaitForPersistentVolumePhase() for waiting the
phase "Available" to avoid such situation.

PVC Protection: Wait for Pod delete

Currently, the PVC protection controller will remove its finalizer when
all Pods using a PVC reach at least a Terminating state. However,
certain volumes cannot be guaranteed to be umounted until a Pod is
deleted. Only Pods not in the current pods list can be considered
deleted, so we're removing the exception to not check Terminating Pods.

attachdetach controller: attach volumes immediately when Pod's PVCs are bound

**What this PR does / why we need it**:

Let attachdetach controller to attach volumes immediately when Pod's PVCs are bound.

Current attachdetach controller calls `util.ProcessPodVolume` to add pod volumes into `desiredStateOfWorld` on these events:

- podAdd event
- podUpdate event
- podDelete event
- periodical `desiredStateOfWorldPopulator.findAndAddActivePod`

But if a pod is created with PVCs not bound, no volumes will be added into `desiredStateOfWorld` [because PVCs not bound](https://github.com/kubernetes/kubernetes/blob/v1.12.0-alpha.0/pkg/controller/volume/attachdetach/util/util.go#L99). When pv controller binds PVCs successfully, attachdetach controller will not add pod volumes immediately because it does not watch on PVC events.

It will wait until a pod update event is triggered (normally will not happen because no new status will be reported by kubelet) or `desiredStateOfWorldPopulator.findAndAddActivePod` is called (maybe 0~3 minutes later, see [timer configs](https://github.com/kubernetes/kubernetes/blob/v1.12.0-alpha.0/pkg/controller/volume/attachdetach/attach_detach_controller.go)).

In bad case, pod start time will be very long (~3 minutes + ~2 minutes (kubelet max exponential backoff)), for example: https://github.com/kubernetes/kubernetes/issues/64549#issuecomment-409440546.

macOS and docker for mac don't play nicely with mktemp

**What this PR does / why we need it**:

On macOS mktemp -d drops something in /var/folders, which isn't
shared by default with Docker for Mac. Thus I can't run docker
with that volume mounted to build binaries for test images. So
instead, tell mktemp to use kubernetes/_tmp as its base, which
is what I see some of the hack/verify-* scripts use

I had to use this patch to build images for:
- https://github.com/kubernetes/kubernetes/pull/67030
- https://github.com/kubernetes/kubernetes/pull/67034
- https://github.com/kubernetes/kubernetes/pull/67035

I am _super_ open to a better way of doing this if I missed something

91b0ecc006 storage e2e test: remove race when setting up loopback device
CI has shown occasional failures stemming from an -EBUSY when
test/e2e/storage/persistent_volumes-local.go aka "PersistentVolumes-local"
attempts to do losetup.

Looking at the code, it has a clear race between querying the current
free loopback device and later explicitly attempting to loopback setup a
file at the queried device node.  Losetup nowadays includes the logic to
handle this for the user, if the '-f' option is used instead of naming
the desired target loopback device explicitly.  It is safe to presume
a suitable losetup is present as the '-f' option is used elsewhere in
the test, and it is safe to not record the allocated device, as it is
already queried on the fly elsewhere in the test ahead of other commands
which need to know an already created loopback device's node name.

This patch should result in less flakes for this test case.

Fix permissions of qemu-ARCH-static in debian-base and other images

**What this PR does / why we need it**: proper fix for the issue I found in #67215. Some machines (like apparently workstations at Google) have a restrictive umask, so the `qemu-ARCH-static` binaries were getting installed in images without world read/execute permissions, causing utilities like `apt-get` to fail.

There was also a duplicate download/install of these binaries for `debian-iptables`, which further confused the issue. I've since removed that duplicate installation.

Many thanks to @BenTheElder for asking the right question to get me to look at the permissions again.

I haven't pushed any images yet. After merge, I'll build/promote `debian-base:0.3.2`, then update everything to use it, then push some more images, write some more PRs, ...

**What this PR does / why we need it**:

Originally from:
https://github.com/GoogleCloudPlatform/k8s-metadata-proxy/tree/master/test

Moving the code here to prevent bit-rot and to be sure we can recreate
or update the images on demand. Moving it here also ensures we can use
the common harness to build the multi-arch manifests needed for running
the metadata concealment e2e test can run on multiple architectures.

We start with injecting external informer/lister into node admission controller for that it's slightly simpler than the others.

Here is the thing I actually did in this pull:

1. Enable plugin initializer to inject external/internal clientset/informers into the admission controllers.
2. Receive external informer in node admission controller.
3. Create a `AdmissionConfig` following how we did in `AuthenticationConfig` and `AuthorizationConfig` and creates the actual plugin initializers and the admission post-start hook in its `New()` method

HPA: Make dynamicRequestSizeInMillicores bigger

**What this PR does / why we need it**:

HPA e2e tests specify 20 as requestSizeMillicores on resource-consumer
for making CPU workload to test HPA feature, and the value is
hard-coded as 20. That means the tests expect 2% CPU workload on every
resource-consumer process, but actual CPU usage(4 - 6%) is over than
the expected usage on some environment. Then HPA scales many pods than
the test expected, and the test is failed.

To make these tests stable, this changes the value to 100 (10% CPU
workload on each process).

Make admission webhooks conversion convert CONNECT body correctly

Fix #59759.

1. Make apiserver pass connectRequest.Options directly to the admission layer. All other information in rest.ConnectRequest is present in admission attributes.
2. Make the scope.Kind of pod/attach, pod/exec, pod/portforward, node/proxy, service/proxy to their respective options Kind, instead of the parent Kind.

I've tested it locally, the conversion is working correctly for "kubectl attach". I'll add e2e tests.

7d2f3a0488 HPA: Make dynamicRequestSizeInMillicores bigger
HPA e2e tests specify 20 as requestSizeMillicores on resource-consumer
for making CPU workload to test HPA feature, and the value is
hard-coded as 20. That means the tests expect 2% CPU workload on every
resource-consumer processes, but actual CPU usage(4 - 6%) is over than
the expected usage on some environment. Then HPA scales many pods than
the test expected, and the test is failed.

To make these tests stable, this changes the value to 100 (10% CPU
workload on each process).

a8037e60cb Update resource-consumer usage
The e2e tests are using version 1.3 of resource-consumer from
gcr.io/kubernetes-e2e-test-images since [1]. In addition, HPA
works fine for a deployment with --requrests flag.
So this updates the README.md for fitting current condition.

Rework multi-volume test to use StatefulSet

Scalability tests: Increase sample size for pod startup latency measurement

Sets higher memory limit for init_container tests

**What this PR does / why we need it**:

/sig testing

Currently, the limit set in the tests is 30 MB, which will cause
the Docker service on the Windows nodes to hang and be no longer
responsive. This will cause the Kubelet service to enter a NotReady state.

Setting a higher memory limit (50 MB) will avoid this issue.

Change the expected error message in webhook e2e test

Fix #66776.

The timeout error message sent by the apiserver was changed by #66616, which affects 1.12+ apiservers.

The expected error message in e2e test in 1.11 and 1.12 should only contain the common part of the pre-1.12 error message and post-1.12 message, because the upgrade&downgrade tests will run the 1.11 e2e test against 1.12 apiserver, and vice versa.

Adding details to Conformance Tests using RFC 2119 standards.

This PR is part of the conformance documentation. This is to provide more formal specification using RFC 2119 keywords to describe the test so that who ever is running conformance tests do not have to go through the code to understand why and what is tested.
The documentation information added here into each of the tests eventually result into a document which is currently checked in at location https://github.com/cncf/k8s-conformance/blob/master/docs/KubeConformance-1.9.md

I would like to have this PR reviewed for v1.10 as I consider it important to strengthen the conformance documents.

Detect if GCE PD udev link is wrong and try to correct it

**What this PR does / why we need it**:
udev can miss scsi events and not update device links properly when disks are detached and reattached to the same node in a different order.  This PR workarounds the issue by comparing the udev link name, which is the PD disk name, with the scsi disk serial number returned from scsi_id, and prevents mounting of the disk if the link is wrong.  It will also run `udevadm trigger` on the disk to try to correct the bad link.

b) adding privilegedSecurityContext field to VolInfo, so each volume-flavor can let the test know if the security context has to be privileged or not.

update exit code to 0 if patch not needed

The `kubectl patch` command no longer exits with exit code 1 when a redundant patch results in a no-op
```

The specific logic in the `patch` command that exited with code 1, was only doing so when there was no diff between an existing object and its patched counterpart. (In case of errors, we just return those, which eventually ends up exiting with code 1 anyway). This patch removes this block, as we should not be treating patch no-ops as errors.

Fix expected pod creations/deletions estimate in load test

Fixing a wrongly computed expectation for first round of scaling in load test. Luckily as a side-effect, this should also speed up load test by:

- 25s on 100-node cluster
- 2m on 500-node cluster (so helps our presubmit - https://github.com/kubernetes/test-infra/issues/8348)
- 20m on 5000-node cluster

That said, I'm not 100% sure if this won't start causing failures in practice.

this PR is the result of splitting https://github.com/kubernetes/kubernetes/pull/65793 into 2 sections
1) This part, addressing the refactor so eligible-test-for-conformance can use get rid of privileged security context.
2) a second part that will address the promotion of the testcases to be in conformance suite

Changes:
a) demoted privileged mode for these tests (not needed)
b) regular tests (the other ones existing in the file) will still be using privileged security context.
c) adding privilegedSecurityContext field to VolInfo, so each volume-flavor can let the test know if the security context has to be privileged or not.
This allows granular changes and updates per volume).
d) fixing formatting issue.

In our e2e test suite we have use an image "gcr.io/kubernetes-e2e-test-images:k8s-aggregator-sample-apiserver:1.7v2". We need a way to build a fresh image that can we can use instead of that one. Especially we need one that has a multi-arch fat manifest so e2e tests can be run across multiple architectures.

This is especially important since we are in the process of promoting the test in question to the conformance suite - https://github.com/kubernetes/kubernetes/pull/63947

Fix jessie-dnsutils image build for arm64 & ppc64el

**What this PR does / why we need it**:
When we run `make all-container WHAT=jessie-dnsutils` from test/images, the build fails as some of the debian repos in sources.list are stale for arm64 & ppc64el. So we just detect this case and remove the lines.

Fix jessie-dnsutils image build for arm64 & ppc64el
- Remove debian-security for a couple of arch(es) as they are not
  available in the debian repos
- Also fix up the unbound SED problem with push() method

Make the timeout error more specific so users can find it
This makes the error consistent with the timeout filter and also helps
the user understand that they requested a specific timeout.
