Azure - Use cloud environment to instantiate storage client

Since 1.7 and managed disk for azure, blob storage on Azure cloud other than the default public one is broken, because kubernetes expect blob ressources URI to end with `.blob.core.windows.net ` (ignoring storageEndpointSuffix).
This include the chinese Cloud, for which storageEndpointSuffix is `blob.core.chinacloudapi.cn` for example.

Drop --experimental-bootstrap-token-auth flag.

Drops support for the `--experimental-bootstrap-token-auth` flag for the API server. This flag was replaced by `--enable-bootstrap-token-auth` in 1.8 (https://github.com/kubernetes/kubernetes/pull/51198) but the old flag was accepted with a deprecation warning. In 1.9 we want to totally drop it.

Add Windows Server Containers Stats and Metrics to Kubelet
**What this PR does / why we need it**:
This PR implements stats for Windows Server Containers. This adds the ability to monitor Windows Server containers via the existing stats/summary endpoint inside the kubelet. Windows metrics can now be ingested into heapster and monitored using existing tools (like Grafana).
Previously, the /stats/summary api would consistently crash the kubelet on Windows server containers. This PR implements a new package "winstats" which reads windows server metrics from a combination of windows specific perf counters as well as docker stats. The "winstats" package exports functions that return CAdvisor data structures, which the existing summary api can read.

Fix incorrect status msg in podautoscaler

When `ScalingLimited = true` for the `hpa`, there is an accompanying
status message, describing why scaling is limited. Previously if the desired
replica count was 0, and spec.minReplicas > 0, the status message
indicated "the desired replica count was less than the min replica
count". This was particularly confusing when `spec.MinReplicas = 1`. If
there was no `spec.minReplicas`, then the status message indicated "the
desired replica count was zero" which is more informative.
Update the calculation of status message so that if the desired replica
count is 0, we always display the clearer "the desired replica count was
zero" status message, even if spec.minReplicas > 0.

Preserve leading and trailing slashes on proxy subpaths
subresource parsing was not populating path parameters correctly (leading and trailing slashes were being stripped)

Azure cloud provider: expose services on non-default subnets
**What this PR does / why we need it**: The Azure cloud provider allows users to specify that a service should be exposed on an internal load balancer instead of the default external load balancer. However, in a VNet environment, such services are currently always exposed on the master subnet. Where there are multiple subnets in the VNet, it's desirable to be able to expose an internal service on any subnet. This PR allows this via a new annotation, `service.beta.kubernetes.io/azure-load-balancer-internal-subnet`.

Fix AnnotationProvidedIPAddr annotation for externalCloudProvider
**What this PR does / why we need it**:
In #44258, it introduced `AnnotationProvidedIPAddr`. When kubelet has 'node-ip' parameter set, and cloud provider not set, this annotation would be populated, and then will be validated by cloud-controller-manager:

Later with #47152, externalCloudProvider is checked and func returns before that annotation got set. In this case, that annotation will not get populated.
This fix is to bring that annotation assignment to a proper location.

Allow kubectl cp large amounts of files from container
When we try to copy out a dir with large amounts of files from container, we hit such error:

Avoid printing node list for LoadBalancer in log file

We currently have an entry in `hack/.golint_failures` for `pkg/kubectl/plugins`. If we lint the files in `plugins/` then we can safely remove this entry.
`golint` emits the following warnings (only one of each type shown)

ensure unstructured resources in kubectl get

Ensure we are dealing with unstructured objects before attempting to
compose into an unstructured list.
`$ kubectl get ...` [assumes all resources returned from a resource builder are unstructured objects](https://github.com/kubernetes/kubernetes/blob/master/pkg/kubectl/cmd/get.go#L355). This leads to a panic when dealing with non-unstructured objects.
This patch ensures we are dealing with unstructured objects before attempting to
compose into an unstructured list.

Address panic in TestCancelAndReadd
This further increases the timeouts in `timed_workers_test` to reduce the chance of a race condition against the wait group.

Refactor: Moving disk-related cloud provider operations to gce_disks.go

Clean up diskLooksUnformatted literal

flexvolume: remove a mount directory in a error case

kubelet: fix inconsistent display of terminated pod IPs
PLEG and kubelet race when reading and sending pod status to the apiserver. PLEG
inserts status into a cache, and then signals kubelet. Kubelet then eventually
reads the status out of that cache, but in the mean time the status could have
been changed by PLEG.
When a pod exits, pod status will no longer include the pod's IP address because
the network plugin/runtime will report "" for terminated pod IPs. If this status
gets inserted into the PLEG cache before kubelet gets the status out of the cache,
kubelet will see a blank pod IP address. This happens in about 1/5 of cases when
pods are short-lived, and somewhat less frequently for longer running pods.
To ensure consistency for properties of dead pods, copy an old status update's
IP address over to the new status update if (a) the new status update's IP is
missing and (b) all sandboxes of the pod are dead/not-ready (eg, no possibility
for a valid IP from the sandbox).

Validate that cronjob names are 52 characters or less
**What this PR does / why we need it**:
Right now when you create a cronjob with a name longer than 52 characters, creation will succeed but the cronjob controller will create Job objects with names longer than 63 characters. Jobs cannot have names longer than 63 characters, so the cronjob will never be able to run any jobs.
