Reimplement migrate-if-needed.sh in go
The `migrate-if-needed.sh` script was already partially implemented in go (see the attachlease and rollback sub-dirs), but was still unnecessarily difficult to understand and test. This closely reimplements the original logic but with improved code structure, error handling and testing.
Where possible, go code that was previously executed as separate binaries is now statically linked into a single 'migrate' go cobra CLI app, which is then thinly wrapped by`migrate-if-needed.sh`.
There are numerous additional improvements that need to be made, but will be submitted in future PRs. This PR is focused on achieving parity with the pre-existing functionality and introducing some much needed test coverage, in particular HA cluster upgrade test coverage.
It appears that the `attachlease` and `rollback` go binaries are no longer needed as standalones and so I have consolidated them into the new `migrate` go binary. Other than that, this change aims to be 100% backward compatible.

When using custom network with IP-alias, use the former's subnet for the latter too
Currently, when we're using custom subnet and ip-alias simultaneously, the cluster fails to come up.
The reason is because we're creating a subnet in the former with one name, but expecting a differently named subnet for the latter.
This is causing [continuous failures in our 100-node job](https://k8s-testgrid.appspot.com/sig-scalability-gce#gce) where I recently turned both of them on.

Change HAIRPIN_MODE to hairpin-veth as default
**What this PR does / why we need it**:
Change the default HAIRPIN_MODE back to "hairpin-veth".
It was previously "promiscuous-bridge" in order to workaround a kernel bug which deadlocked the machine when hairpin-veth was used. (#27498)
After some thorough manual testing on ubuntu clusters, we feel confident now that the kernel bug is fixed so we should switch back to using hairpin-veth. This will allow us to clean up some ebtables rules that were put in place to make "promiscuous-bridge" work properly.
Once this change goes in, we need to carefully monitor our e2e tests to make sure the bug has not resurfaced.

Changing Flexvolume plugin directory on COS in GCE to a durable directory

Move kubelet flag generation from the node to the client
Pass the kubelet flags through a new variable in kube-env (KUBELET_ARGS).
Remove vars from kube-env that were only used for kubelet flags.
This will make it simpler to gradually migrate to dynamic kubelet

Add a new environment variable to the gce startup scripts called KUBE_PROXY_MODE

This PR adds a new environment variable called KUBE_PROXY_MODE to the startup scripts for gce. This variable will allow a user to specify the kube-proxy implementation they want to use, with the choices being ipvs or iptables (iptables is default).

This is the 2nd attempt. The previous was reverted while we figured out
the regional mirrors (oops).
New plan: k8s.gcr.io is a read-only facade that auto-detects your source
region (us, eu, or asia for now) and pulls from the closest. To publish
an image, push k8s-staging.gcr.io and it will be synced to the regionals
automatically (similar to today). For now the staging is an alias to
gcr.io/google_containers (the legacy URL).
When we move off of google-owned projects (working on it), then we just
do a one-time sync, and change the google-internal config, and nobody
outside should notice.
We can, in parallel, change the auto-sync into a manual sync - send a PR
to "promote" something from staging, and a bot activates it. Nice and
visible, easy to keep track of.

This PR added 4 new environment variables in `kube-up.sh` to support alternative container runtime:
1) `KUBE_MASTER_EXTRA_METADATA` and `KUBE_NODE_EXTRA_METADATA`. Add extra metadata on master and node instance. With this we could specify different cloud-init for a different container runtime, and also add extra metadata for the new cloud-init, e.g. [master.yaml](7d73966214/test/e2e/master.yaml)
2) `KUBE_CONTAINER_RUNTIME_ENDPOINT`. Specify different sock for different container runtime. It's only used when it's not empty.

This is a big change for testing; any testjobs that do not
set an explicit KUBE_NODE_OS_DISTRIBUTION will have been running
on CVM, but after this PR will start running COS.
CVM is being deprecated, and falls out of support on 2018/10/01.
In addition, bump the patch version of COS from
cos-stable-60-9592-84-0 to cos-stable-60-9592-90-0.

Allow running kube-proxy as a DaemonSet when using kube-up.sh on GCE
**What this PR does / why we need it**:
From #23225, this PR adds an option for user to run kube-proxy as a DaemonSet instead of static pods using GCE startup scripts. By default, kube-proxy will run as static pods.
This is the first step for moving kube-proxy into a DaemonSet in GCE, remaining tasks will be tracked on #23225.

Add basic install and mount flexvolumes e2e tests

These two tests install a skeleton "dummy" flex driver, attachable and non-attachable respectively, then test that a pod can successfully use the flex driver. They are labeled disruptive because kubelet and controller-manager get restarted as part of the flex install. IMO it's important to keep this install procedure as part of the test to isolate any bugs with the startup plugin probe code.
There is a bit of an ugly dependency on cluster/gce/config-test.sh because --flex-volume-plugin-dir must be set to a dir that's readable from controller-manager container and writable by the flex e2e test. The default path is not writable on GCE masters with read-only root so I picked a location that looks okay.
In the "dummy" drivers I trick kubelet into thinking there is a mount point by doing "mount -t tmpfs none ${MNTPATH} >/dev/null 2>&1", hope that is okay.
I have only tested on GCE and theoretically they may work on AWS but I don't think there is a need to test on multiple cloudproviders.

Add initializer support to admission and uninitialized filtering to rest storage
Initializers are the opposite of finalizers - they allow API clients to react to object creation and populate fields prior to other clients seeing them.
High level description:
1. Add `metadata.initializers` field to all objects
2. By default, filter objects with > 0 initializers from LIST and WATCH to preserve legacy client behavior (known as partially-initialized objects)
3. Add an admission controller that populates .initializer values per type, and denies mutation of initializers except by certain privilege levels (you must have the `initialize` verb on a resource)
4. Allow partially-initialized objects to be viewed via LIST and WATCH for initializer types
5. When creating objects, the object is "held" by the server until the initializers list is empty
6. Allow some creators to bypass initialization (set initializers to `[]`), or to have the result returned immediately when the object is created.
The code here should be backwards compatible for all clients because they do not see partially initialized objects unless they GET the resource directly. The watch cache makes checking for partially initialized objects cheap. Some reflectors may need to change to ask for partially-initialized objects.
