use the new libcontainer feature of skipping setting the devices
cgroup. This is necessary on cgroup v2 to avoid leaking a eBPF
program every time the cgroup is re-configured.

As the final step, add the `dockerless` tags to all files in the
dockershim. Using `-tags=dockerless` in `go build`, we can compile
kubelet without the dockershim.
Once cadvisor no longer depends on `docker/docker`, compiling with
`-tags=dockerless` should be sufficient to compile the Kubelet w/o a
dependency on `docker/docker`.
Previously, `pkg/kubelet/qos` contained two different docker-specific
OOM constants. One set the oom adj for sandbox docker containers and the
other set the oom adj for the docker daemon. Move both to be closer to
their actual usages in `dockershim`.
This change addresses a TODO and leads us towards the overall goal of
making `pkg/kubelet` runtime agnostic except for `dockershim`.
- Move from the old github.com/golang/glog to k8s.io/klog
- klog as explicit InitFlags() so we add them as necessary
- we update the other repositories that we vendor that made a similar
change from glog to klog

This change add a container manager inside the dockershim to move docker daemon
and associated processes to a specified cgroup. The original kubelet container
manager will continue checking the name of the cgroup, so that kubelet know how
to report runtime stats.
