c752ea8134 tests: Replaces images used with agnhost (part 3)
Quite a few images are only used a few times in a few tests. Thus,
the images are being centralized into the agnhost image, reducing
the number of images that have to be pulled and used.

This PR replaces the usage of the following images with agnhost:

- audit-proxy
- crd-conversion-webhook
- entrypoint-tester
- inclusterclient
- iperf
- porter
- serve-hostname

d5bc1ae8aa Make the check strict to use ExpectNoError()
As https://github.com/kubernetes/kubernetes/pull/78478 we can use
ExpectNoError() instead of Expect(err).ToNot(HaveOccurred()) also.
This makes the test code check strict to cover the above case and
replaces the remaining in test/e2e/common/expansion.go

52885a8ec3 Check conformance test should not call any Skip
Basically conformance test checks the target k8s cluster works all
features which are specified in each test and that should not depend
on any condition.
This adds checking that conformance test should not call any Skip
methods. And it detects the existing conformance test
"creating/deleting custom resource definition objects works"
calls framework.SkipUnlessServerVersionGTE(). So this removes the
Skip also.

e44961e47d tests: Solve backoff tests flakiness
The container status is not constant, and can change over time in the
following order:

- Running: When kubelet reports the Pod as running. This state is missable if
the container finishes its command faster than kubelet getting to report this
  state.
- Terminated: After the Container finished its command, it will enter the Terminated
state, in which will remain for a short period of time, before kubelet will try
  to restart it.
- Waiting: When kubelet has to wait for the backoff period to expire before actually
  restarting the container.

Treating and handling each of these states when calculating the backoff period between
container restarts will make the tests more reliable.

2f852a27cb Fix double error of secret negative testcase
E2E Test "Secret should fail to create secret in volume
due to empty secret key" tries to create a secret
with empty key and check whether it fails or not.
But the secret creation in this test fails with
double error due to invalid secret name. This will
make this test to pass even if the fuctionality
which needs to be tested is broken.

This commit fix the secret name error(name should not
have capital letters) so that the secret creation fails
only due to desired reason.

5edc073122 tests: getRestartDelay waits for the next Terminated state
Kubelet might miss reporting the new Running state when restarting
a pod after its backoff period expired, and thus, the pod will
continue to remain in CrashLoopBackOff state, causing the
"should cap back-off at MaxContainerBackOff" and
"should have their auto-restart back-off timer reset on image update"
tests to fail, since they're waiting the Pods to enter a Running state.

Waiting for the next Terminated state instead of the next Running state
is more reliable.

Note that this adds 5 seconds to the restart delay due to the fact that
the Container runs for 5 seconds (it's command is "sleep 5"), but it is
within the test's expectations.

5daa08878f Adds [LinuxOnly] tag to conformance tests that cannot be run on Windows
Some of the tests cannot pass using Windows nodes due to various reasons:

- seLinuxOptions are not supported on Windows.
- Running as an UID / GID is not supported on Windows.
- file permissions work differently on Windows, and they cannot be set in
the same manner as on Linux.
- individual files cannot be mounted in Windows Containers.
- Cannot create container using Linux image (e.g.: alpine) on Windows.

Because of this, it has been decided to use the "[LinuxOnly]" tag for the
tests which cannot run on Windows because of the mentioned reasons. This way,
when running tests using Windows nodes, those tests can simply be skipped by
adding the "[LinuxOnly]" tag to the ginkgo.skip argument.

In order to make simple clear naming of test, they are updated to
> "_Container Runtime blackbox test when starting a container that exits should run with the expected status [NodeConformance]_"
>"~~_Container Runtime Conformance Test container runtime conformance blackbox test when starting a container that exits it should run with the expected status [NodeConformance]_~~"

which requires updation of test names in test/test_owners.csv and test_owners.json file. Do we have any automated script to update these test_owners file or do we need to update them manually in both files?

Please feel free to comment incase we don't want to change test name.

Newly updated codebase includes following changes accomplishing all previously [mentioned](https://github.com/kubernetes/kubernetes/pull/67258#pullrequestreview-147294021) requested changes(reviews)
- [Test name](https://github.com/kubernetes/kubernetes/pull/67258/files#diff-0dc16dc0a015699e53bda03495adc49eR36) change.
- Container's [image name](https://github.com/kubernetes/kubernetes/pull/67258/files#diff-0dc16dc0a015699e53bda03495adc49eR144)
- [By()](https://github.com/kubernetes/kubernetes/pull/67258/files#diff-0dc16dc0a015699e53bda03495adc49eR109) statement
- [Removed test](https://github.com/kubernetes/kubernetes/pull/67258/files#diff-178a0a673bda44ea7a86bd94070df78cR137) from conformance golden list

This would close existing PR #67258

Tests: Make e2e test platform-agnostic

The test:
[k8s.io] Pods should support remote command execution over websockets [NodeConformance]

uses cat on /etc/resolv.conf and checks if the output from the container is "namespace",
which is incompatible with windows containers as there is no such file.

Since the test just check if remote command execution works, the command is
irrelevant as long as the output checks out. Switched to using echo "remote execution test",
and checking that output as it works for both windows and linux.

1b7d06e025 Kubelet creates and manages node leases
This extends the Kubelet to create and periodically update leases in a
new kube-node-lease namespace. Based on [KEP-0009](https://github.com/kubernetes/community/blob/master/keps/sig-node/0009-node-heartbeat.md),
these leases can be used as a node health signal, and will allow us to
reduce the load caused by over-frequent node status reporting.

- add NodeLease feature gate
- add kube-node-lease system namespace for node leases
- add Kubelet option for lease duration
- add Kubelet-internal lease controller to create and update lease
- add e2e test for NodeLease feature
- modify node authorizer and node restriction admission controller
to allow Kubelets access to corresponding leases

HPA: Make dynamicRequestSizeInMillicores bigger

**What this PR does / why we need it**:

HPA e2e tests specify 20 as requestSizeMillicores on resource-consumer
for making CPU workload to test HPA feature, and the value is
hard-coded as 20. That means the tests expect 2% CPU workload on every
resource-consumer process, but actual CPU usage(4 - 6%) is over than
the expected usage on some environment. Then HPA scales many pods than
the test expected, and the test is failed.

To make these tests stable, this changes the value to 100 (10% CPU
workload on each process).

Adding details to Conformance Tests using RFC 2119 standards.

This PR is part of the conformance documentation. This is to provide more formal specification using RFC 2119 keywords to describe the test so that who ever is running conformance tests do not have to go through the code to understand why and what is tested.
The documentation information added here into each of the tests eventually result into a document which is currently checked in at location https://github.com/cncf/k8s-conformance/blob/master/docs/KubeConformance-1.9.md

I would like to have this PR reviewed for v1.10 as I consider it important to strengthen the conformance documents.

Promote sysctl annotations to fields

#

**What this PR does / why we need it**:

Promoting experimental sysctl feature from annotations to API fields.

**Special notes for your reviewer**:

Following sysctl KEP: https://github.com/kubernetes/community/pull/2093

**Release note**:

```release-note
The Sysctls experimental feature has been promoted to beta (enabled by default via the `Sysctls` feature flag). PodSecurityPolicy and Pod objects now have fields for specifying and controlling sysctls. Alpha sysctl annotations will be ignored by 1.11+ kubelets. All alpha sysctl annotations in existing deployments must be converted to API fields to be effective.
```

fd72938dd5 Ensure /etc/hosts has a header always - Fix conformance test
We have 2 scenarios where we copy /etc/hosts
- with host network (we just copy the /etc/hosts from node)
- without host network (create a fresh /etc/hosts from pod info)

We are having trouble figuring out whether a /etc/hosts in a
pod/container has been "fixed-up" or not. And whether we used
host network or a fresh /etc/hosts in the various ways we start
up the tests which are:

- VM/box against a remote cluster
- As a container inside the k8s cluster
- DIND scenario in CI where test runs inside a managed container

Please see previous mis-guided attempt to fix this problem at
ba20e63446 In this commit we revert
the code from there as well.

So we should make sure:
- we always add a header if we touched the file
- we add slightly different headers so we can figure out if we used the
  host network or not.

Update the test case to inject /etc/hosts from node to another path
(/etc/hosts-original) as well and use that to compare.

tests: e2e: empty msg from channel other than stdout should be non-fatal

Currently, if the exec websocket encounters a message that is not in the stdout stream, it immediately fails. However it also currently requests the stderr steam in the query params. There doesn't seem to be any guarantee that we don't get an empty message on the stderr stream.

Requesting the stderr stream in the query is desirable if, for some reason, something in the container fails and writes to stderr.

However, we do not need fail the test if we get an empty message on another stream. If the message is not empty, then that _does_ indicate and error and we should fail.

This is the situation we are currently observing with docker 1.13 in the origin CI https://github.com/openshift/origin/issues/18726

ba20e63446 Create fake /etc/hosts for conformance test
"KubeletManagedEtcHosts should test kubelet managed /etc/hosts file"
conformance test fails in the CI's Docker-In-Docker environment.

This test mounts a /etc/hosts file and checks if "# Kubernetes-managed
hosts file." string is present or not under various conditions. The
specific failure with DIND happens when the /etc/hosts picked up
from the box where e2e test are running already has this string. This
happens because our CI runs on kubernetes and the e2e tests are running
in a container that was started on kubernetes (and hence already has
that string)

To avoid this situation, we create a new /etc/hosts file with known
contents (and does not have the "# Kubernetes-managed hosts file."
string)

Increase failureThresholds for failing HTTP liveness test

**What this PR does / why we need it**:
Removes test from e2e which relies on HTTP liveness as a measure to tell if the container is good or bad. While this is not a bad idea, we cannot rely on this test as HTTP liveness relies on network/infrastructure etc on which sometimes we have no control over. While increasing the timeout may be an option it may not be ideal for all cloud providers/type of hardware etc.

Fixes for HostIPC tests to work when Docker has SELinux support enabled.

**What this PR does / why we need it**:

Fixes for HostIPC tests to work when Docker has SELinux support enabled.

**Which issue(s) this PR fixes** *(optional, in `fixes #<issue number>(, fixes #<issue_number>, ...)` format, will close the issue(s) when PR gets merged)*:

N/A

**Special notes for your reviewer**:

The core of the matter is to use `ipcs` from util-linux rather than the one from busybox. The typical SELinux policy has enough to allow Docker containers (running under svirt_lxc_net_t SELinux type) to access IPC information by reading the contents of the files under /proc/sysvipc/, but not by using the shmctl etc. syscalls.

The `ipcs` implementation in busybox will use `shmctl(0, SHM_INFO, ...)` to detect whether it can read IPC info (see source code [here](https://git.busybox.net/busybox/tree/util-linux/ipcs.c?h=1_28_0#n138)), while the one in util-linux will prefer to read from the /proc files directly if they are available (see source code [here](https://github.com/karelzak/util-linux/blob/v2.27.1/sys-utils/ipcutils.c#L108)).

It turns out the SELinux policy doesn't allow the shmctl syscalls in an unprivileged container, while access to it through the /proc interface is fine. (One could argue this is a bug in the SELinux policy, but getting it fixed on stable OSs is hard, and it's not that hard for us to test it with an util-linux `ipcs`, so I propose we do so.)

This PR also contains a refactor of the code setting IpcMode, since setting it in the "common options" function is misleading, as on containers other than the sandbox, it ends up always getting overwritten, so let's only set it to "host" in the Sandbox.

It also has a minor fix for the `ipcmk` call, since support for size suffix was only introduced in recent versions of it.

Previously, the HPA controller ignored APIVersion when resolving the
scale subresource for a kind, meaning if it was set incorrectly in the
HPA's scaleTargetRef, it would not matter. This was the case for
several of the HPA e2e tests.

Since the polymorphic scale client merged, APIVersion now matters. This
updates the HPA e2es to care about APIVersion, by passing kind as a full
GroupVersionKind, and not just a string.
