Convert PrefixWriter to an interface
Convert PrefixWriter to an interface to allow other packages to create instances. This is needed for downstream projects such as OpenShift.

In particular, we should not assume ControllerRefs are necessarily set.
However, we can still use ControllerRefs that do exist to avoid
interfering with controllers that do use it.
ChangeCauseAnnotation is hardcoded in PrintRolloutHistory and it needs
to be overriden since other resources that may need to be added in
`kubectl rollout history` may not use it. Instead of adding one more
method in the factory, refactor the existing HistoryViewer interface
to accomodate the change.
Previously keys were sorted as strings, thus it was possible
to see such order as 1, 10, 2, 3, 4, 5.
Ints64 helper implemented in util/slice module to sort []int64
