4363f14e77 Enacting versioning.md 
This PR changes how we version going forward in the following ways:

* mark-new-version.sh is changed to a new policy of just splitting
branches, rather than the old backmerge policy, as discussed in
vX.Y.0, and a tag for vX.(Y+1).0-alpha.0 back to master.

* I eliminated PRs back to master by making the version/base.go
gitVersion and gitCommit just be `export-subst`. I testing that this
works with GitHub's source export tarballs. There's no reason to
bother with forcing the version into `base.go` (especially twice). The
tarball versions outside a git tree aren't perfect (master looks like
"v0.0.0+hash", and the release branches look more accurate), but our
build contract has never allowed that version is perfect in this
situation, so I think we can relax this.

* That master tag gets picked up by "git describe" on master, so e.g.
master would have immediately become v1.1.0-alpha.0

* In order to be more semVer compatible, the gitVersion field for the
master branch now looks something like 1.1.0-alpha.0.6+84c76d1142ea4d.
This is a tiny translation of the "git describe". I did this because
there are a ton of consumers out there of the "gitVersion" field
expecting it to be the full version, but it would be nice if this
field were actually semver compliant. (1.1.0-alpha.0-6-84c76d1142ea4d
is, but it's not *usefully* so.)

60611c253e Add a resync period for services in the service controller. 
This should ensure all load balancers get deleted even if a reordering of
watch events causes us to strand one after its service has been deleted,
because the sync will notice that the service controller's cache has a
service in it that no longer exists in the apiserver.

It could still leak in the case that the controller manager is killed
between when it leaks something and the sync runs, but this should
improve things.

092d407a48 AWS: Fix race in security-group read/create 
We need to find the ID for a named security group, or create a new one.

We do this by listing the security groups, and then doing a create if we
cannot find one.  This is a race though; against another thread if the
AWS API were consistent, but generally because the AWS API is actually
eventually consistent.

We wrap it in a retry loop.

d7bace23ff AWS: Fix race-condition in tagging of security group 
When we create a security-group in the AWS API, there is sometimes
a delay before we can tag it (the AWS API is eventually consistent).

So we wrap CreateTags in a simple retry loop.

0b5410f30f Exec should be easier to reuse as a command 
We have a few use cases where we want to have shortcut commands
for common behavior. In these cases, we want to default commands
with a simpler syntax, so being able to reuse Exec from code but
not share the same arguments is useful.

In this case, we're introducing 'rsh' which tries to run exec -itp --
bash.

d044208b38 Rolling updater enhancements 
Add an UpdateAcceptor interface to the rolling updater which supports
injecting code to validate the first replica during scale-up. If the
replica is not accepted, the deployment fails. This facilitates canary
checking so that many broken replicas aren't rolled out during an update.

Make the rolling update scale amount configurable as a percent of the replica
count; a negative value changes the scale direction to down/up to support
in-place deployments.

3db0bfdf65 kubectl: Handle splitting host:port when no port is present 
In the proxy filter, if listening on port 80 or 443 there will
be no port present in the Host: HTTP header. Just use the entire
thing in these cases, and don't reject requests when no port
is present in the Host: HTTP header.

b52c6f673e Increase the rate limiting of GCE's token source. The burst being at 3 
means transient errors won't incur such long waits, but repeating
failures shouldn't be retrying every second.

c15953662e Fix up alignment of columns w/ namespaces. 
Fixes #10842

All issues for types that use "extra lines" for extended information.  Two issues fixed: (1) When namespaces are listed an extra column isn't inserted for extra lines and (2) trailing tabs aren't inserted when label columns are specified.

This code should probably move to a more explicit model of putting data into "cells".

The test for this hits https://github.com/golang/go/issues/6416 and so I introduced a "LineDelimiter" writer filter to make white space more visible.

8d4167e7f6 kubectl resource builder: don't check extension for single files 
`kubectl create -f filename` doesn't need to check the extension
of filename. This fixes that behavior.

cde68d294b Do not create subject alt dns names for kubelet self signed certs 
PR #10643 Started adding the dns names for the kubernetes master to self
sign certs which were created. The kubelet uses this same code, and thus
the kubelet cert started saying it was valid for these name as well.
While hardless, the kubelet cert shouldn't claim to be these things. So
make the caller explicitly list both their ip and dns subject alt names.

f33df03d50 AWS: Some images require volume mounts on /dev/xvdX 
It seems impossible to determine from outside.  Thankfully we're running
the attachment from inside the instance, so can check for /dev/sdX or
/dev/xvdX.

More modern images seem to be moving to /dev/xvdX

5ae7c13ad3 AWS: Use private dns name for node name again 
This is a partial reversion of #9728, and should fix #10612.

9728 used the AWS instance id as the node name.  But proxy, logs
and exec all used the node name as the host name for contacting the minion.

It is possible to resolve a host to the IP, and this fixes logs.  But
exec and proxy also require an SSL certificate match on the hostname,
and this is harder to fix.

So the sensible fix seems to be a minimal reversion of the changes in #9728,
and we can revisit this post 1.0.

21bbde46d4 Error: kubectl --all-namespaces get {node|ev|cs} 
Report an error if someone asks for --all-namespaces
when getting a thing that is not namespaced.

This is in preparation for a subsequent commit which prints namespace
as its own column.

Restructured test to expect an error for non-namespaced things.
Dropped the part where it was trying to test that not printing
namespace didn't contain namespace.  Some other test can cover that.
