Removes any reference from the registry gcr.io/kubernetes-e2e-test-images in
kubernetes/kubernetes, replacing it with k8s.gcr.io/kubernetes-e2e-test-images.
In some cases, the images had to be updated since a few things have changed since
their original implementation, most notably being the fact that some of the images
have been centralized into the agnhost image.

If a bearer token is present in a request, the exec credential plugin should accept that as the chosen method of authentication. Judging by an [earlier comment in exec.go](c18bc7e9f7/staging/src/k8s.io/client-go/plugin/pkg/client/auth/exec/exec.go (L217)), this was already intended. This would however not work since UpdateTransportConfig would set the GetCert callback which would then get called by the transport, triggering the exec plugin action even with a token present in the request. The filename can overlap when multiple resources have the same name (but
obviously are of a different type). Include the name of the type in the
file name to prevent the overlap.
The current interface is kind of clunky and not super easy to use, since
you have to specify parameters to specify which versions to diff. Also
the default isn't the most useful setting.
Change the interface by removing all the parameters and force only one
useful use-case, that is: diffing what's currently live against
what would be live if applied.
check in existing API rule violations;
the Make rule fails if generated violation report differs from the
checked-in violation file and prints error message;
add documentation.
Initializers are alpha, broken and a subject for removal. They don't
work well with finalizers and the previous hack present in deployment
and replicaset reapers was just hiding this problem.

Use pause manifest image

2nd try at using a vanity GCR name
The 2nd commit here is the changes relative to the reverted PR. Please focus review attention on that.
This is the 2nd attempt. The previous try (#57573) was reverted while we
figured out the regional mirrors (oops).
New plan: k8s.gcr.io is a read-only facade that auto-detects your source
region (us, eu, or asia for now) and pulls from the closest. To publish
an image, push k8s-staging.gcr.io and it will be synced to the regionals
automatically (similar to today). For now the staging is an alias to
gcr.io/google_containers (the legacy URL).
When we move off of google-owned projects (working on it), then we just
do a one-time sync, and change the google-internal config, and nobody
outside should notice.
We can, in parallel, change the auto-sync into a manual sync - send a PR
to "promote" something from staging, and a bot activates it. Nice and
visible, easy to keep track of.

TL;DR:
* The new `staging-k8s.gcr.io` is where we push images. It is literally an alias to `gcr.io/google_containers` (the existing repo) and is hosted in the US.
* The contents of `staging-k8s.gcr.io` are automatically synced to `{asia,eu,us)-k8s.gcr.io`.
* The new `k8s.gcr.io` will be a read-only alias to whichever regional repo is closest to you.
* In the future, images will be promoted from `staging` to regional "prod" more explicitly and auditably.
