It is too easy to copy/paste this on-line. Fixes #1483
Sets up openvpn for container to container communication. Azure deploy scripts create certs used for openvpn conneciton. Salt installs and configures openvpn.
Refactored to work with cluster/* scripts which require actions to be defined as methods in cluster/azure/util.sh
