Allow a test suite reusing framework to register namespaces to delete

If the suite bypasses CreateNamespace (because it wants to create more
specialized namespaces) it has no way to register deletes.

@liggitt this was something that came up in an older rebase and was missed (for things creating projects)

Separate pod priority from preemption

c9d398d01e unpack dynamic kubelet config payloads to files
This PR unpacks the downloaded ConfigMap to a set of files on the node.

This enables other config files to ride alongside the
KubeletConfiguration, and the KubeletConfiguration to refer to these
cohabitants with relative paths.

This PR also stops storing dynamic config metadata (e.g. current,
last-known-good config records) in the same directory as config
checkpoints. Instead, it splits the storage into `meta` and
`checkpoints` dirs.

27e2e32b00 Use shorter timeout if possible.
- Add PodStartShortTimeout and ClaimProvisionShortTimeout constants.
- Change framework.PodStartTimeout to framework.PodStartShortTimeout in
  persistent_volumes-local.go. Busybox image is very small, no need to
  wait for a long time.

Use a dynamic RESTMapper for admission plugins

**What this PR does / why we need it**:

This change updates the REST mapper used by all admission plugins to be backed by cached discovery information.  This cache is updated every ten seconds via a post start hook and will not attempt to update on calls to `RESTMapping`.  It solely relies on the hook to keep the cache in sync with discovery.

This prevents issues with the `OwnerReferencesPermissionEnforcement` admission plugin when it is used with custom resources that set `blockOwnerDeletion`.

Lower UsageNanoCores boundary in summary api test.

We recently switched to use `p2p` instead of `bridge` in containerd https://github.com/containerd/cri/pull/742.

However, after that switch, the `UsageNanoCores`  becomes lower, and constantly fails the test. An example failure:

This is probably because:
1) The test container used in summary test does `ping`. https://github.com/kubernetes/kubernetes/blob/master/test/e2e_node/summary_test.go#L352
2) `p2p` is simpler than `bridge`, "Maybe cycles are saved from waiving Mac learning" - @jingax10.

This PR lowers the boundary by 1 magnitude.

Fix kubelet flags.

pflag now sets golang flag `Parsed` before parsing flags 1ce0cc6db4. With that, all kubelet flags setting will be skipped.

We initially added `flag.Parsed` check to work around a issue that flags are parsed twice, thus kubelet flags are appended twice.

However, it doesn't seem to be the case now. I removed the `Parsed` check, and kubelet flags are only appended once.

Refactor subpath reconstruction tests to use util test

Private mount propagation

This PR changes the default mount propagation from "rslave" (newly added in 1.10) to "private" (default in 1.9 and before). "rslave" as default causes regressions, see below.

Value `"None"` has to be added to `MountPropagationMode` enum in API ("I don't want any propagation at all"), which translates to "private" on Linux. [We did not have use cases for it](https://github.com/kubernetes/community/pull/659#discussion_r131454319), but we have them now.

CRI already has an option for private mount propagation in volumes, however it's called "PRIVATE", while Kubernetes API value is "None". I did not change PRIVATE to NONE to keep the interface stable. See `kubelet_pods.go`.

> All the tests that rely on creating a CustomResourceDefinition are flaky. This is because the test "AdmissionWebhook Should be able to deny custom resource creation" creates a validating webhook, called deny-crd.k8s.io, which denies all crd creations. This is an issue for any other test which will create a crd that gets run in parallel with that webhook test, causing them to fail with the message failed to create CustomResourceDefinition: admission webhook "deny-crd.k8s.io" denied the request: this webhook denies all requests

This PR changes the test webhook image to support handling a new "/crd" path which would accept and deny crd creations based on their labels, only denying if if the object has the label ```"webhook-e2e-test":"webhook-disallow"```, and updates the "AdmissionWebhook Should be able to deny custom resource creation" test to use that label.

Fix ingress util for setting TLS spec

**What this PR does / why we need it**:
Fixes an issue with ingress TLS testing.  For most tests, we want to only provide one certificate and verify it's being served. In some tests (including a conformance test), a new certificate was added; but only the first certificate was asserted. 

This is because the multi-TLS test uses `WaitForIngressWithCert()` while the other tests use `WaitForGivenIngressWithTimeout`.

7e3d28b30f Fix wrong usage of kubelet options
"--allow-privileged true" is incorrect usage of boolean option.
It means setting '--allow-priviledged' to its default value plus
non-existing subcommand 'true'.

"--allow-privileged false" is even more confusing as it sets
allow-priviledged flag to its default value 'true'

This is true for any boolean command line option.

Fixed this by using correct syntax --allow-priviledged=true

Fixed generating of kubelet command line in addKubeletConfigFlags
function.

Reimplement migrate-if-needed.sh in go

The `migrate-if-needed.sh` script was already partially implemented in go (see the attachlease and rollback sub-dirs), but was still unnecessarily difficult to understand and test.  This closely reimplements the original logic but with improved code structure, error handling and testing.

Where possible, go code that was previously executed as separate binaries is now statically linked into a single 'migrate' go cobra CLI app, which is then thinly wrapped by`migrate-if-needed.sh`.

There are numerous additional improvements that need to be made, but will be submitted in future PRs.  This PR is focused on achieving parity with the pre-existing functionality and introducing some much needed test coverage, in particular HA cluster upgrade test coverage.

It appears that the `attachlease` and `rollback` go binaries are no longer needed as standalones and so I have consolidated them into the new `migrate` go binary. Other than that, this change aims to be 100% backward compatible.

Create StorageClass for each volume binding test case

Use a different StorageClass for each test case so that subsequent test cases don't accidentally bind to PVs created in previous test cases.  The alternative solution of waiting for all the resources to be fully deleted added a significant amount of time to the test, so I prefer using this storage class approach.

Updating kubemci remove-clusters e2e test to check for error in output string

RunKubemciWithKubeconfig returns an error only if there was an error in running the command. Since remove-clusters command runs fine, it does not return an error. Updating the test to check for output string to contain the error message rather than expecting RunKubemciWithKubeconfig to return an error.
Also added a check to verify that status still returns the same status when remove-clusters command is run without --force flag.

With GKE multizonal and regional clusters (when nodes are in created in more than one zones), in test framework we are passing:
1. --num-nodes equal to number of nodes in a single zone
2. --node-instance-groups equal to MIG names in that zone
The (1) is consistent with end-user experience, since the same semantic for "--num-nodes" is used in gcloud. (2) is strictly connected to that, and we don't want to change that.

As a result, the number of expected nodes, mig size etc. can't be explicitly based on those numbers. Also commands for nodes restarts etc. need to be splitted across zones and correct zone parameter has to be passed.

[Flaky test fix] Use memory.force_empty before and after eviction tests

**What this PR does / why we need it**:
(copied from https://github.com/kubernetes/kubernetes/pull/60720):
MemoryAllocatableEviction tests have been somewhat flaky: https://k8s-testgrid.appspot.com/sig-node-kubelet#kubelet-serial-gce-e2e&include-filter-by-regex=MemoryAllocatable
The failure on the flakes is ["Pod ran to completion"](https://k8s-gubernator.appspot.com/build/kubernetes-jenkins/logs/ci-kubernetes-node-kubelet-serial/3785#k8sio-memoryallocatableeviction-slow-serial-disruptive-when-we-run-containers-that-should-cause-memorypressure-should-eventually-evict-all-of-the-correct-pods).
Looking at [an example log](https://storage.googleapis.com/kubernetes-jenkins/logs/ci-kubernetes-node-kubelet-serial/3785/artifacts/tmp-node-e2e-6070a774-cos-stable-63-10032-71-0/kubelet.log) (and search for memory-hog-pod, we can see that this pod fails admission because the allocatable memory threshold has already been crossed.
`eviction manager: thresholds - ignoring grace period: threshold [signal=allocatableMemory.available, quantity=250Mi] observed 242404Ki`

https://github.com/kubernetes/kubernetes/pull/60720 wasn't effective.  To clean-up after each eviction test, and prepare for the next, use memory.force_empty to make the kernel reclaim memory in the allocatable cgroup before and after eviction tests.

I tested to make sure this doesn't break Cgroup Manager tests.
It should work on both cgroupfs and systemd based systems, although I have only tested in on cgroupfs.

Wait longer in pod cleanup

I've checked the [garbage collector tests](827b3d77cd/test/e2e/apimachinery/garbage_collector.go (L557)) and usually they're waiting up to a minute to clean the resources. So I'm proposing to use that same values when waiting for the pod cleanup. I was not able to reproduce the problem locally, but from reading the logs it looks like the problem might be with just the timing nothing else.

apiserver: enforce global RequestContextMapper in delegation chain

Having a request context mapper in the generic config makes it easy to forget setting
a common mapper for the whole delegation chain. This PR moves it into the New

Ensure /etc/hosts has a header always - Fix conformance test

**What this PR does / why we need it**:

We need to be able to tell if an /etc/hosts in a container has been touched by kubernetes or not (whether we use the host network or not).

We have 2 scenarios where we copy /etc/hosts
- with host network (we just copy the /etc/hosts from node)
- without host network (create a fresh /etc/hosts from pod info)

We are having trouble figuring out whether a /etc/hosts in a
pod/container has been "fixed-up" or not. And whether we used
host network or a fresh /etc/hosts in the various ways we start
up the tests which are:

- VM/box against a remote cluster
- As a container inside the k8s cluster
- DIND scenario in CI where test runs inside a managed container

Please see previous mis-guided attempt to fix this problem at
ba20e63446 In this commit we revert
the code from there as well.

So we should make sure:
- we always add a header if we touched the file
- we add slightly different headers so we can figure out if we used the
  host network or not.

Retry node pool deletion in autoscaling tests.

Currently, when there is already an operation running on the cluster, the node pool deletion will fail. This will in turn make other tests that try to  add extra node pool fail.
With this PR we will retry the node pool deletion operation 3 times over the course of ~15 minutes which will hopefully be enough to finish any operations running on the cluster.
This will deflake autoscaling e2e tests on gke regional clusters.

fd72938dd5 Ensure /etc/hosts has a header always - Fix conformance test
We have 2 scenarios where we copy /etc/hosts
- with host network (we just copy the /etc/hosts from node)
- without host network (create a fresh /etc/hosts from pod info)

We are having trouble figuring out whether a /etc/hosts in a
pod/container has been "fixed-up" or not. And whether we used
host network or a fresh /etc/hosts in the various ways we start
up the tests which are:

- VM/box against a remote cluster
- As a container inside the k8s cluster
- DIND scenario in CI where test runs inside a managed container

Please see previous mis-guided attempt to fix this problem at
ba20e63446 In this commit we revert
the code from there as well.

So we should make sure:
- we always add a header if we touched the file
- we add slightly different headers so we can figure out if we used the
  host network or not.

Update the test case to inject /etc/hosts from node to another path
(/etc/hosts-original) as well and use that to compare.

Make systemd service name for kubelet use a timestamp in e2e-node tests.

This makes it easier to figure out which execution was last when looking at the output of `systemd list-units kubelet-*.service`.

We try to find the name of the /tmp/node-e2e-* directory and use the same timestamp if we can. Otherwise, we just call Now() again, which isn't as nice (as the unit name and directory name will not match) but will still produce unit names that will be ordered when launching multiple subsequent executions on the same host.

b8c39b7055 In summary_test, make Docker cpu/memory checks optional if unavailable.
The numbers will only be available when docker.service has its own
memory and cpu cgroups, which doesn't necessarily happen unless the unit
has Delegate=yes configured.

Let's work around that by checking the status of Delegate, in the case
where we are:
* running Docker
* running Systemd
* able to check the status through systemctl
* the status is explicitly Delegate=no (the default)

If all of those are true, let's make CPU and Memory expectations
optional.

Tested: make test-e2e-node REMOTE=true HOSTS=centos-e2e-node FOCUS="Summary API"

351a70b60e In summary_test, create a file outside the test volume too.
This is necessary to show any RootFs usage on systems where the backing
filesystem of overlay2 is xfs.

The current test only created directories (for mount points) in the
upper layer of the overlay. Outside of the mount namespace, only the
directories are visible. When running `du` on those, usually filesystems
will show some usage, but not xfs, which shows a disk usage of 0 for
directories.

Fix this by creating a file in the root directory, outside the volumes,
in order to trigger some disk usage that can be measured by `du`.

Tested: make test-e2e-node REMOTE=true HOSTS=centos-e2e-node FOCUS="Summary API"

Use curl instead of wget to fetch the CNI tarball in e2e-node test

Curl is more ubiquitous than wget. For instance, the GCE centos-7 and rhel-7 image families ship curl by default, but not wget.

Looking at the shell scripts under cluster/, they tend to use curl more than wget. (The ones that use wget, such as get-kube.sh, try curl first and only fallback to wget if it's not available.)

test: Disable ui dashboard test for gke

The dashboard is disabled on GKE 1.10, the test is failing because it's

76ef9c9074 Make systemd service name for kubelet use a timestamp in e2e-node tests.
This makes it easier to figure out which execution was last when looking
at the output of `systemd list-units kubelet-*.service`.

We try to find the name of the /tmp/node-e2e-* directory and use the
same timestamp if we can. Otherwise, we just call Now() again, which
isn't as nice (as the unit name and directory name will not match) but
will still produce unit names that will be ordered when launching
multiple subsequent executions on the same host.

Deployment to stop adding pod-template-hash labels/selector on adoption

451faff4ef Use curl instead of wget to fetch the CNI tarball in e2e-node test
Curl is more ubiquitous than wget. For instance, the GCE centos-7 and
rhel-7 image families ship curl by default, but not wget.

Looking at the shell scripts under cluster/, they tend to use curl more
than wget. (The ones that use wget, such as get-kube.sh, try curl first
and only fallback to wget if it's not available.)

Tested: by running node-e2e-test on Ubuntu, COS and CentOS.

Added e2e test for local-volume provisioner that does not create PV for discovered non-bind-mounted filesystem.

**What this PR does / why we need it**:

For v2+ of the [local volume provisioner](https://github.com/kubernetes-incubator/external-storage/tree/master/local-volume) non-bind mounted filesystems in a discovery directory will no longer result in local PVs. This change was put in place to handle the non-atomic nature of other methods of adding directories (e.g. https://github.com/kubernetes-incubator/external-storage/issues/482).

This PR tests this change in behavior, and it validates that non-bind mounted directories within a discovery directory do NOT result in a local PV.

6e53b1a313 Added e2e test for local-volume provisioner that does not create PV for discovered non-bind-mounted filesystem.
Inspect daemonset provisioner logs for validation.

The logs are examined for the log lines showing that the provisioner discovered the directories and did NOT create a local PV.

This commit also adds SkipUnlessProvider supports SSH, which is required for local PV e2e tests.

3be1c13267 test: Disable ui dashboard test for gke
The dashboard is disabled on GKE 1.10, the test is failing because it's
not alive. Let's just skip this use-case, and keep a todo that it'd be
nice to enable the dashboard to test it.

Fix "Garbage collector should support cascading deletion of custom resources" flake

**What this PR does / why we need it**:
These webhook configuration objects were intended to have no effect on admission requests, and are just used to ensure that webhook configuration objects can always be deleted.

However, I think they are causing an entirely separate test to flake (Garbage collector should support cascading deletion of custom resources) because of the interaction between these two webhooks, which are run on all admission requests, and #61355 (Unable to create/update CRD when mutating webhook configured) when the two tests are run at around the same time.

This PR will make the effects of the webhook e2e test on other tests easier to reason about.

The flakiness is being caused by a legitimate failure of the underlying code (That CRDs currently don't work with webhooks), but not a failure which either of "Garbage collector should support cascading deletion of custom resources" or "AdmissionWebhooks Should not be able to prevent deleting validating-webhook-configurations or mutating-webhook-configurations" is supposed to reliably catch.

Fixing kubemci conformance tests

Ref https://github.com/GoogleCloudPlatform/k8s-multicluster-ingress/issues/131

Changes:
* Add a static ip annotation while running the tests for kubemci. kubemci requires the IP to be preallocated.
* Add a default backend service. I have added it in the spec directly, so the change will be for ingress controller as well which should be fine. kubemci requires users to specify a default backend service that they need to ensure exists in all clusters.
* Disabled update SSL cert test for kubemci since it does not support that.
* Minor logging fixes.


Verified by running the tests locally that they now pass.

Adding details to Conformance Tests using RFC 2119 standards.

This PR is part of the conformance documentation. This is to provide more formal specification using RFC 2119 keywords to describe the test so that who ever is running conformance tests do not have to go through the code to understand why and what is tested.
The documentation information added here into each of the tests eventually result into a document which is currently checked in at location https://github.com/cncf/k8s-conformance/blob/master/docs/KubeConformance-1.9.md

I would like to have this PR reviewed for v1.10 as I consider it important to strengthen the conformance documents.
