Currently e2e tests run under test-e2e-node have a cluster-domain
equals to "". This change makes test-e2e-node consistent with other
e2e tests. For example, in hack/ginkgo-e2e.sh, cluster-domain
defaults to cluster.local and it can be changed by defining KUBE_DNS_DOMAIN.
This will now filter the hosts in gcloud by project, instance name and
zone, to make sure we only reuse the correct hosts. Previously it would
try to reuse images outside the selected zone, resulting in a crash.
The resulting command will look like this:
$ gcloud compute instances list --project="my-project-123" --filter="name:'test-cos-beta-78-12499-16-0' AND zone:'europe-west6-b'"
Preemptible instances are cheaper, and the small chanse of a vm being
killed doesn't matter when running during development. This is a
tradeoff the user should be able to decide on.

The default setting is false, so unless setting
PREEMPTIBLE_INSTANCES=true, everything will behave as before.

Running hack/make-rules/test-e2e-node.sh or test/e2e_node/conformance/run_test.sh
with a password-less sudo user on a dev box right now requires to first
create a password for that user, and then type it every time one wants
to run these tests. This patch is fixing this by not asking for sudo
credentials if it seems the user can run any command without a
password.

This commit wires-in the pre-existing `--container-runtime` flag for
local node_e2e testing.
This is needed in order to further skip docker specific testing
and validation.
Local CRI node_e2e can now be performed via
`make test-e2e-node RUNTIME=remote REMOTE=false`
which will also take care of passing the appropriate arguments to
the kubelet.
The 'gcloud compute' is called everytime even if it is not needed.
When runnin node e2e tests on RHEL, the test-e2e-node.sh script is run
the way in which it takes execution path without gcloud invocation.
With the current code, gcloud is called everytime.
Thus introducing additional runtime dependency.

**Only the last commit is new.**
We are going to move more tests into the node e2e test. However, currently node e2e test only run sequentially, the test duration will increase quickly when we add more test.
This PR makes the node e2e test run in parallel so as to shorten test duration, so that we can add more test to improve the test coverage.
* If you run the test locally with `make test-e2e-node`, it will use `-p` ginkgo flag, which uses `(cores-1)` parallel test nodes by default.
* If you run the test remotely or in the Jenkin, the parallelism will be controlled by the environment variable `PARALLELISM`. The default value is `8`, which is reasonable for our test node (n1-standard-1).
Before this PR, it took **833.592s** to run all test on my desktop.
With this PR, it only takes **234.058s** to run.
The pull request node e2e run with this PR takes **232.327s**.
The pull request node e2e run for other PRs takes **673.810s**.
