99fc35880b kubectl: Support scaling deployments 
This commit adds support for using kubectl scale to scale deployments. Makes use of the
deployments/scale endpoint instead of updating deployment.spec.replicas directly.

ba383bcfeb Refactor IntOrString into a new pkg
