The new k8s.io/utils/ptr package provides generic wrapper functions,
which can be used instead of type-specific pointer wrapper functions.
This replaces the latter with the former, and migrates other uses of
the deprecated pointer package to ptr in affacted files.
See kubernetes/utils#283 for details.

This introduces `singularNameProvider`. This provider will be used
by core types to have their singular names are defined in discovery
endpoint. Thanks to that, core resources singular name always have
higher precedence than CRDs shortcuts or singular names.

If no propagation policy has been set, the pods associated
with the jobs are going to linger because of OrphanDependents
policy set currently. This patch ensures that a warning
will be thrown when the user explicitly doesn't set deletionPolicy.
