Add PriorityClass API object under new "scheduling" API group

api types: fix protobuf names that are different from JSON name
This PR fixes the naming of protobuf fields that are mismatched when compared to the JSON names. Because protobuf names aren't actually used during serialization, just the index, I think we can update these safely without changing the over the wire encoding (note that generated.pb.go doesn't change).
Can someone verify that fixing the name won't impact backward compatibility?

This is the final commit, which is based on top of PR 46044 and 46138, and provides
support for Ipv6 for the ChooseHostInterface() and ChooseBindAddress() functions.
The commit includes the following...
- Parses default routes from /proc/net/ipv6_route file.
- Collected IPv6 routes are added to the Ipv4 routes collected.
- ChooseHostInteface semantics remain the same:
* If no Ipv4 route file, the system interfaces will be checked for a global IP.
* Otherwise, default routes will be used to find a global IP.
* If there is a failure getting IP from default routes, an error is reported.
* Although IPv6 routes are also used, IPv4 routes have precedence.
- Any failure getting IPv6 routes is ignored, and will proceed with IPv4 routes.
- Scans all IPv4 routes looking for interfaces with global IP, before looking at
IPv6 routes.
- Increased code coverage to 90.2%, covering all new and modified code (except for
the top level API functions, which would need to be checked with integration/e2e
tests.
This would complete IPv6 support in this area of the code.
Updated to rebased for changes from 46138/46044, and based on review comments.

Static deepcopy – phase 1
This PR is the follow-up of https://github.com/kubernetes/kubernetes/pull/36412, replacing the
dynamic reflection based deepcopy with static DeepCopy+DeepCopyInto methods on API types.
This PR **does not yet** include the code dropping the cloner from the scheme and all the
porting of the calls to scheme.Copy. This will be part of a follow-up "Phase 2" PR.

github.com/stretchr/testify - main desired update. Old version has bugs. Specifically I encountered https://github.com/stretchr/testify/issues/347 which was fixed a year ago.
github.com/davecgh/go-spew/spew is set to the newest version, a bit
newer than required by testify. Updated from version 6 Nov 2015 to
27 Jun 2017.
github.com/stretchr/objx is not updated - testify uses version
from 27 May 2014 which is older than 28 Sep 2015 used now (latest
actually). In practice there is only a tiny difference - one method was
removed in new version.

Namespace lifecycle should not prevent deletion of resources... its purpose is to prevent creation of resources in a terminating namespace, or create/update of resources in a non-existent namespace.

Remove old, core/v1 specific constructs from RESTClient
Now that metav1 is abstracted from the APIs, RESTClient should also be agnostic to the core API.
* Remove `LabelSelectorParam` and `FieldSelectorParam` - use `VersionedParams` with `ListOptions`
* Remove `UintParam`
* Remove all legacy field selector logic from `VersionedParams` - ParameterCodec now handles that
* Remove special parameters (like `timeout`) which is no longer set by most clients
