Fix file permissions for non executable files
...
Normal files should have permissions 644 by default,
and does not require the last bit to be
executable

2ede81c2a6
Move node, windows, and autoscaling tests to framework/log
...
This is part of the transition to using framework/log instead
of the Logf inside the framework package. This will help with
import size/cycles when importing the framework or subpackages.
