This changes the text registration so that tags for which the framework has a
dedicated API (features, feature gates, slow, serial, etc.) those APIs are
used.
Arbitrary, custom tags are still left in place for now.
Add and use more facilities to the *internal* podresources client.
Checking e2e test runs, we have quite some

This is likely caused by kubelet restarts, which we do plenty in e2e tests,
combined with the fact gRPC does lazy connection AND we don't really
check the errors in client code - we just bubble them up.
While it's arguably bad we don't check properly error codes, it's also
true that in the main case, e2e tests, the functions should just never
fail besides few well known cases, we're connecting over a
super-reliable unix domain socket after all.
So, we centralize the fix adding a function (alongside with minor
cleanups) which wants to trigger and ensure the connection happens,
localizing the changes just here. The main advantage is this approach
is opt-in, composable, and doesn't leak gRPC details into the client
code.

Fix e2e device manager tests.
Most notably, the workload pods needs to survive a kubelet
restart. Update tests to reflect that.

Breakdown of the steps implemented as part of this e2e test is as follows:
1. Create a file `registration` at path `/var/lib/kubelet/device-plugins/sample/`
2. Create sample device plugin with an environment variable with
`REGISTER_CONTROL_FILE=/var/lib/kubelet/device-plugins/sample/registration` that
waits for a client to delete the control file.
3. Trigger plugin registeration by deleting the abovementioned directory.
4. Create a test pod requesting devices exposed by the device plugin.
5. Stop kubelet.
6. Remove pods using CRI to ensure new pods are created after kubelet restart.
7. Restart kubelet.
8. Wait for the sample device plugin pod to be running. In this case,
the registration is not triggered.
9. Ensure that resource capacity/allocatable exported by the device plugin is zero.
10. The test pod should fail with `UnexpectedAdmissionError`
11. Delete the test pod.
12. Delete the sample device plugin pod.
13. Remove `/var/lib/kubelet/device-plugins/sample/` and its content, the directory
created to control registration

All code must use the context from Ginkgo when doing API calls or polling for a
change, otherwise the code would not return immediately when the test gets
aborted.
ginkgo.DeferCleanup has multiple advantages:
- The cleanup operation can get registered if and only if needed.
- No need to return a cleanup function that the caller must invoke.
- Automatically determines whether a context is needed, which will
simplify the introduction of context parameters.
- Ginkgo's timeline shows when it executes the cleanup operation.
Every ginkgo callback should return immediately when a timeout occurs or the
test run manually gets aborted with CTRL-C. To do that, they must take a ctx
parameter and pass it through to all code which might block.
This is a first automated step towards that: the additional parameter got added
with

Add a e2e test to exercise the checkpoint recovery flow.
This means we need to actually create a old (V1, pre-1.20) checkpoint,
but if we do it only in the e2e test, it's still fine.
