Many README files and other docs contained a link to a an appspot
tracking app that is no longer active. Following the links leads to an
error about Go 1.9 no longer being supported. Go 1.9 support was dropped
in appspot in 2019 and disabled June 2020.
This also resulted in a broken image link displaying when viewing these
files on GitHub. Since the app is no longer functioning, and since it
causes a potentially (but granted, minor) confusing error to display,
this just removes those links as I don't believe they are needed
anymore.

As a part of cleaning up inactive members (who haven't been active since
beginning of 2019) from OWNERS files, this commit removes konryd and
cheld from the list of reviewers.

This is the 2nd attempt. The previous was reverted while we figured out
the regional mirrors (oops).
New plan: k8s.gcr.io is a read-only facade that auto-detects your source
region (us, eu, or asia for now) and pulls from the closest. To publish
an image, push k8s-staging.gcr.io and it will be synced to the regionals
automatically (similar to today). For now the staging is an alias to
gcr.io/google_containers (the legacy URL).
When we move off of google-owned projects (working on it), then we just
do a one-time sync, and change the google-internal config, and nobody
outside should notice.
We can, in parallel, change the auto-sync into a manual sync - send a PR
to "promote" something from staging, and a bot activates it. Nice and
visible, easy to keep track of.
Add a feature gate ReadOnlyAPIDataVolumes to a provide a way to
disable the new behavior in 1.10, but for 1.11, the new
behavior will become non-optional.
Also, update E2E tests for downwardAPI and projected volumes
to mount the volumes somewhere other than /etc.

Reduce CPU request of Dashboard addon

This PR reduces request of Dashboard addon to free up cluster resources for user pods and other addons. Dashboard is bound on memory and under-utilizes CPU

This update includes significant refactoring. It moves almost all of the
logic into bash scripts, modeled after the `gci` cluster scripts.
The primary differences between the two are the following:
1. Use of the `/opt/kubernetes` directory over `/home/kubernetes`
2. Support for rkt as a runtime
3. No use of logrotate
4. No use of `/etc/default/`
5. No logic related to noexec mounts or gci-specific firewall-stuff
Dashboard 1.4.2 contains a fix for an XSS security bug, so I think it would be prudent to update the Dashboard version 'shipped' with kubernetes to this version
