This moves the priority types from the algorithm package
to priorities package.
Idea is to move the type to the packages where it is
implemented. This will ease the future refactor process.

use subtest for table units (pkg/scheduler/factory)

This moves plugin/pkg/scheduler to pkg/scheduler and
plugin/cmd/kube-scheduler to cmd/kube-scheduler.
Bulk of the work was done with gomvpkg, except for kube-scheduler main
package.
