HPA e2e tests specify 20 as requestSizeMillicores on resource-consumer
for making CPU workload to test HPA feature, and the value is
hard-coded as 20. That means the tests expect 2% CPU workload on every
resource-consumer processes, but actual CPU usage(4 - 6%) is over than
the expected usage on some environment. Then HPA scales many pods than
the test expected, and the test is failed.
To make these tests stable, this changes the value to 100 (10% CPU
workload on each process).

Sets higher memory limit for init_container tests

Detect if GCE PD udev link is wrong and try to correct it

udev can miss scsi events and not update device links properly when disks are detached and reattached to the same node in a different order. This PR workarounds the issue by comparing the udev link name, which is the PD disk name, with the scsi disk serial number returned from scsi_id, and prevents mounting of the disk if the link is wrong. It will also run `udevadm trigger` on the disk to try to correct the bad link.

Switch to multi arch test/images with manifests

The specific logic in the `patch` command that exited with code 1, was only doing so when there was no diff between an existing object and its patched counterpart. (In case of errors, we just return those, which eventually ends up exiting with code 1 anyway). This patch removes this block, as we should not be treating patch no-ops as errors.

Fix expected pod creations/deletions estimate in load test
Fixing a wrongly computed expectation for first round of scaling in load test. Luckily as a side-effect, this should also speed up load test by:
- 25s on 100-node cluster
- 2m on 500-node cluster (so helps our presubmit - https://github.com/kubernetes/test-infra/issues/8348)
- 20m on 5000-node cluster
That said, I'm not 100% sure if this won't start causing failures in practice.

Adding IKS functionality to kubemark

This PR adds bash scripts in which kubemark is able to be run on IKS clusters. This adds versatility to the testing ability of kubemark by adding another cloud provider and example of use. The scripts to clean up kubemark after use are also included. In addition to this, minor changes were added to other kubemark related files to increase cloud-provider flexibility.

the Docker service on the Windows nodes to hang and be no longer

Bump subpath test pod timeout to 5 minutes

It seems that sometimes `Attach` on GCP side can take multiple minutes (when recently detached from another node) and therefore the old timeout of 1 minute is not long enough. 5 minutes is standard elsewhere and seems to be long enough for the long tail of GCE Attach time.
Also the ext4 test was really hard to debug because all the old PD tests call all the pods "pd-injector" and all the volume mounts "pd-volume." Made a change to make that more readable by adding a length 4 random string suffix.

Adding details to Conformance Tests using RFC 2119 standards.
This PR is part of the conformance documentation. This is to provide more formal specification using RFC 2119 keywords to describe the test so that who ever is running conformance tests do not have to go through the code to understand why and what is tested.

track schemes by name for error reporting
Getting an error message about a type not being in the scheme is hard to fix if you don't know which scheme is failing. This adds a name to the scheme which can be set during creation or can be set based on the calling stack. If you use the old constructor a name is generated for you based on the stack. Something like "k8s.io/client-go/dynamic/scheme.go:28" for instance.
Also moves a typer to its point of use. This was debt from previous refactors which I noticed going through.

This pull moves test-cmd to a `test/cmd` folder for team maintenance. The next commit splits the mega (6 thousand lines or so?) into files based on function. No changes, just moves.

apiextensions-apiserver: add pkg/cmd/server/testing pkg for integration tests
In analogy to kube-apiserver, this implements a uniform apiextensions-apiserver for integration tests which can be started using customized flags.
