kubelet: drop bitArray implementation 
drop bitArray implementation and use the bitmap implementation from
k8s.io/kubernetes/pkg/registry/core/service/allocator.

d07c2688fe kubelet: add GetHostIDsForPod()

63462285d5 kubelet: add userns manager 
it is used to allocate and keep track of the unique users ranges
assigned to each pod that runs in a user namespace.
