This uses the generic ptr.To in k8s.io/utils to replace functions and
code constructs which only serve to return pointers to intstr
values. Other uses of the deprecated pointer package are updated in
modified files.

Created unit tests for syncRolloutStatus function in the deployment package.
Tests for syncRolloutStatus have brought the overall test coverage of deployment/progress to 82.1%.

Drop the secondary queue and add either ratelimited or after the
required amount of time that we need to wait directly in the main
queue. In this way we can always be sure that we will sync back
the Deployment if its progress has yet to resolve into a complete
(NewReplicaSetAvailable) or TimedOut condition.
