991909fdfb PodOverhead: remove feature gate override in tests 
PodOverhead is now a beta feature and set to true by default. No need to
override to true during testing.

5d916e20dd Use Snapshot.NodeInfoList for listing operations 
instead of iterating over NodeInfoMap.

Also remove redundant queries to NodeInfoMap.
