09121d9686 Add missing tag to vSphere storage E2E tests 
This adds the [Feature:vsphere] tag to those vSphere tests which were
missing it. This makes it easier to specifically target the vSphere
storage E2E test suite.

b6ba39d013 Fix comment whitespace 
This test has a text diagram which used tab characters. By switching to
spaces, the diagram looks correct regardless of IDE settings.

99a015705b storage e2e: Add context to timeout errors 
Many times an e2e test fails with an unexpected error,
"timed out waiting for the condition".

Useful information may be in the test logs, but debugging e2e test
failures will be much faster if we add context to errors when they
happen.

This change makes sure we add context to all errors returned from
helpers like wait.Poll().

94211f1839 Move functions from e2e framework util.go 
The following functions are called at some specific places only,
so this moves these functions to the places and makes them local.

- WaitForPersistentVolumeClaimDeleted: Moved to e2e storage
- PrintSummaries: Moved to e2e framework.go
- GetHostExternalAddress: Moved to e2e node
- WaitForMasters: Moved to e2e cloud gcp
- WaitForApiserverUp: Moved to e2e network
- WaitForKubeletUp: Moved to e2e storage vsphere

37212fa934 Ensure tests which rely on SSH behavior are skipped if unavailable 
A number of tests rely on SSH behavior but are not marked with
SkipUnlessSSHKeysPresent(). This means that the tests will run and
hang. This can be confusing for users because they may not know why
the tests failed. Instead, we should be reporting on the known issue
and skipping the test (hence why the helper Skip... function exists).

ceb31f747b More consistent env var handling in vsphere e2e test 
This adds a useful error message when VSPHERE_WORKING_DIR is not set,
and replaces some explicit checks with the GetAndExpectStringEnvVar
helper.

338bc3ce42 Move framework ssh code to new package 
The framework/ssh.go code was heavily used throughout the framework
and could be useful elsewhere but reusing those methods requires
importing all of the framework.

Extracting these methods to their own package for reuse.

Only a few methods had to be copied into this package from the
rest of the framework to avoid an import cycle.

a6f5ebf831 Move storage tests to use the framework/log package 
This is part of the transition to using framework/log instead
of the Logf inside the framework package. This will help with
import size/cycles when importing the framework or subpackages.
