a556e4fcd1 Allow to define exec credential plugin config options from kubectl 
This commit adds support of setting config options to the exec plugin
from cli.

Next options are added:
  * --exec-command new command for the exec credential plugin
  * --exec-api-version API version of the exec credential plugin.
  * --exec-arg new arguments for the exec credential plugin command
  * --exec-env add, update or remove environment values for the exec credential plugin

7744f90830 Moved flag and globalflag 
Moved all flag code from `staging/src/k8s.io/apiserver/pkg/util/[flag|globalflag]` to `component-base/cli/[flag|globalflag]` except for the term function because of unwanted dependencies.

Fix spelling of 'arguments' for kubectl create authinfo

Fixes a silly spelling mistake in help output.

974473c45f kubectl config set-crentials: add arguments for auth providers 
This PR adds `--auth-provider` and `--auth-provider-arg` flags to the
`kubectl config set-credentials` sub-command.

760b04e294 Use dedent for the kubectl commands 
The one side effect is that for the "kubectl help" commands a newline
is prepended to output, which will alter the yaml output.

Here we use dedent to format the code to match the output.

hack/update-generated-docs.sh has been run and the affected files have
been added.

Note: for describe.go we added a period to the end of an output message.

05e069d038 Use bash comments in kubectl examples 
Comments in kubectl examples should use bash comments, not Go comments.
So, replaces // by # for example strings.
