**What this PR does / why we need it**:
Removes the deprecated configure-cbr0 flag and networking mode to avoid having untested and maybe unstable code in kubelet, see: #33789

**Special notes for your reviewer**: There are a lot of deployments who rely on this networking mode. Not sure how we deal with that: force switch to kubenet or just delete the old deployment?

Add PSP support for seccomp profiles
Seccomp support for PSP. There are still a couple of TODOs that need to be fixed but this is passing tests.
One thing of note, since seccomp is all being stored in annotations right now it breaks some of the assumptions we've stated for the provider in terms of mutating the passed in pod. I've put big warning comments around the pieces that do that to make sure it's clear and covered the rollback in admission if the policy fails to validate.

Add default cluster role bindings
Add default cluster roles bindings to rbac bootstrapping. Also adds a case for allowing escalation when you have no authenticator.

[Client-gen] Let versioned client use versioned options
i.e., use v1.ListOptions, v1.DeleteOptions when possible.
Remove the extension/v1beta1.ListOptions, because it's exactly the same as v1.ListOptions, and is not referred throughout the code base. After its removal, I register v1.ListOptions during extensions/v1beta1 scheme registration.
First three commits are manual changes.

Autoconvert cleanups
A few accumulated cleanups to conversion, and then a big change. Please review commit-by-commit. Verified by nuking all generated files and comparing the new results.

Previously we refused to emit 'autoConvert_*' functions if any field was not
convertible. The way around this was to write manual Conversion functions, but
to do so safely you must handle every fields. Huge opportunity for errors.
This PR cleans up the filtering such that it only operates on types that should
be converted (remove a lot of code) and tracks when fields are skipped. In
that case, it emits an 'autoConvert' function but not a public 'Convert'
function. If there is no manual function, the compile will fail.
This also means that manual conversion functions can call autoConvert functions
and then "patch up" what they need.

Remove hacks from ScheduledJobs cron spec parsing
Previusly `github.com/robfig/cron` library did not allow passing cron spec without seconds. First commit updates the library, which has additional method ParseStandard which follows the standard cron spec, iow. minute, hour, day of month, month, day of week.
@janetkuo @erictune as promised in #30227 I've updated the library and now I'm updating it in k8s

unify available api group versions in our scripts
There are currently many parallel lists of available group versions with slightly different syntaxes in each one. This collapses them into a single list for us to maintain.
Also caught spots where the lists didn't match before.
