This package contains only placeholders without actual implementation.
Since it is not currently under active development, remove it to avoid
unnecessary change needed whenever the interface is changed.
This moves plugin/pkg/scheduler to pkg/scheduler and
plugin/cmd/kube-scheduler to cmd/kube-scheduler.
Bulk of the work was done with gomvpkg, except for kube-scheduler main

code-gen: reusable main.go logic, preparation for kube-gen
Split main.go files into plumbing and calls to NewDefaults, AddFlags and Validate. This will allow us to create kube-gen without duplicating much code, at least no generator logic (with the exception of a little loop in client-gen adding the group path to the input dirs).

Move unstructured conversion into pkg/runtime
Scheme conversion should support unstructured conversion natively to
allow going from unstructured to typed and back. It is not a higher
level responsibility to do that conversion because the scheme is the
only one who knows what types it supports.

dockershim: remove corrupt checkpoints immediately upon detection

The current checkpoint abstraction leaks the handling of corrupt checkpoints to the user.
If the user does a `GetCheckpoint()` and the checkpoint is corrupt, the corrupt checkpoint is returned to the user (why??) with an error indicating the corruption. It is then up to the user to detect the corruption via the error msg and call `RemoveCheckpoint()` to remove the corrupted checkpoint.
The checkpoint abstraction should not expose corruption to the user. If it is corrupt, it is as good as not found to the user. The checkpoint code should handle cleanup of corrupt entries and report "not found" to the user.

Fix Incorrect Scale Subresources and HPA e2e ScaleTargetRefs
The HPA e2es failed to actually set `apiVersion` on the created HPAs, which previous was ignored. Since the polymorphic scale client was merged, this behavior is no longer tolerated (it was never correct to begin with, but it accidentally worked).
Additionally, the `apps` resources have their own version of scale. Until `apps/v1beta1` and `apps/v1beta2` go away, we need to support those versions in the scale client.
Together, these broke some of the HPA e2es.

Ability to do object count quota for all namespaced resources

- Defines syntax for generic object count quota `count/<resource>.<group>`
- Migrates existing objects to support new syntax with old syntax
- Adds support to quota all standard namespace resources
- Updates the controller to do discovery and replenishment on those resources
