Make sh2ju use awk instead of bc.
awk is available in all of our test runners (as part of busybox or debian base packages), bc is not.
This will fix spurious errors in the typecheck job.

sh2ju.sh: suppress `which` command output when gdate not found in $PATH
**What this PR does / why we need it**:
`make quick-verify` (and probably some other commands) doesn't produce a lot of unrelated and useless information to a console now.

Ts is go/types forked from go@236abdb46b (just after 1.10) and
cherry-picked go@1006f703ffc, which fixes https://github.com/golang/go/issues/23712.

Use visitors to avoid allocating slices to hold nodes during traversal (and to allow short-circuiting)
Benchmarked at 95% space savings traversing nodes with many edges.
Implements graph.Directed capable of storing at most one edge between any two nodes.
Uses the Undirected implementation for space efficiency (~30% space savings).
The protobuf tags contain the assigned tag id, which then ensures
subsequent generation is consistently tagging (tags don't change across
generations unless someone deletes the protobuf tag).
In addition, generate final proto IDL that is free of gogoproto
extensions for ease of generation into other languages.
Add a flag --keep-gogoproto which preserves the gogoproto extensions in
the final IDL.
Both @jlowdermilk and I have tried to use this for initial
configuration work. It's cheaper just to import it for now:
