7a737892f5 Extract out interface for GetPods(). 
This will remove the circular import with dockertools for
DockerManager. Eventually, this will be Runtime.

238b3c6f4e Move lifecycle handlers to its own sub package. 
This will allow injecting it into the runtimes.
