This changes the text registration so that tags for which the framework has a
dedicated API (features, feature gates, slow, serial, etc.) those APIs are
used.
Arbitrary, custom tags are still left in place for now.
Add retry logic to the `assertConsistentConnectivity` function from
the `test/e2e/windows/hybrid_network.go` file.

framework.SIGDescribe is better because:
- Ginkgo uses the source code location of the test, not of the wrapper,
when reporting progress.
- Additional annotations can be passed.
To make this a drop-in replacement, framework.SIGDescribe generates a function
that can be used instead of the former SIGDescribe functions.
windows.SIGDescribe contained some additional code to ensure that tests are
skipped when not running with a suitable node OS. This gets moved into a
separate wrapper generator, to allow using framework.SIGDescribe as intended.
To ensure that all callers were modified, the windows.sigDescribe isn't
exported anymore (wasn't necessary in the first place!).
Sometimes, the kube-proxy endpoints take longer than 10 seconds to
be ready, so the initial connection check fails (via `gomega.Eventually`).
This patch uses a separate longer timeout for `gomega.Eventually`.

All code must use the context from Ginkgo when doing API calls or polling for a
change, otherwise the code would not return immediately when the test gets
aborted.
Every ginkgo callback should return immediately when a timeout occurs or the
test run manually gets aborted with CTRL-C. To do that, they must take a ctx
parameter and pass it through to all code which might block.
This is a first automated step towards that: the additional parameter got added
with

Some of the networking tests are flaking, and logging the command stdout and stderr
might show us some additional information about the the underlying issue when it
occurs.
Some tests are checking the network connectivity using gomega.Consistently,
which will fail if any of the checks fails. This could lead to flakyness in
some scenarios in which kube-proxy was supposed to apply Policies for
Kubernetes services.
We can instead wait for the network connectivity to work first using gomega.Eventually,
after which we can check the consistency.
Previously, we've centralized several images into agnhost, including
test-webserver.
The Hybrid cluster network test was using the test-webserver image, and
was updated to use agnhost, but without properly making it so it behaves like
test-webserver, resulting in a failing test.
Quite a few images are only used a few times in a few tests. Thus,
the images are being centralized into the agnhost image, reducing
the number of images that have to be pulled and used.
This PR replaces the usage of the following images with agnhost:
- resource-consumer-controller
- test-webserver
