If scheduler fails to be active (elected if leader election is enabled),
setting this option will not start informers so that to avoid memory
overhead.

* Adds docs to the NestedObjectDecoder about handling strict decoding
errors.
* Updates all in-tree NestedObjectDecoder implementations and callers to
check for strict decoding errors before short-circuiting on error.
An empty array in the configuration signifies that the user operator intends to disable the k8s provided default for TopologyPodSpread.
