testify is used throughout the codebase; this switches mocks from
gomock to testify with the help of mockery for code generation.
Handlers and mocks in test/utils/oidc are moved to a new package:
mockery operates package by package, and requires packages to build
correctly; test/utils/oidc/testserver.go relies on the mocks and fails
to build when they are removed. Moving the interface and mocks to a
different package allows mockery to process that package without
having to build testserver.go.

Ginkgo v2.18.0 allows tweaking the output so that
it's easier to follow while a job runs in
Prow (https://github.com/onsi/ginkgo/issues/1347). Using this in
hack/ginkgo-e2e.sh will follow in a separate commit.
Gomega gets bumped to the latest release to keep it up-to-date.
Ginkgo v1.19.0 adds support for --label-filter with labels that represent
sets (like our Feature:<Foo>).
See https://github.com/golang/mock#gomock: golang/mock is no longer
maintained, and should be replaced by go.uber.org/mock.
This allows golang/mock to be dropped from the status and vendored
fields in unwanted-dependencies.json.

The new zapr adds support for slog. The new zap has various improvements. It no
longer depends on go.uber.org/atomic which enables dropping it from the
Kubernetes dependencies. github.com/pkg/errors is also no longer needed.
And update most of the comments to refer to "nftables" rather than
"iptables" (even though it doesn't actually do any nftables updating
at this point).
For now the proxy also internally creates a
utiliptablestesting.FakeIPTables to keep the existing sync code
compiling.
github.com/docker/distribution/reference has a new home github.com/distribution/reference
and a new tag v0.5.0. Let's switch to that.

It provides more readable output and has additional APIs for using it inside a
unit test. goleak.IgnoreCurrent is needed to filter out the goroutine that gets
started when importing go.opencensus.io/stats/view.
In order to handle background goroutines that get created on demand and cannot
be stopped (like the one for LogzHealth), a helper function ensures that those
are running before calling goleak.IgnoreCurrent. Keeping those goroutines
running is not a problem and thus not worth the effort of adding new APIs to
stop them.
Other goroutines are genuine leaks for which no fix is available. Those get
suppressed via IgnoreTopFunction, which works as long as that function
is unique enough.
